This is mostly a pre-con of the Anje commander deck, but I have added my own spin on it.

Clearly, a lot of the cards have Madness so I can take advantage of Anje Falkenrath's ability. I added some interesting things that affect other players when I discard like Glint-Horn Buccaneer, Merciless Javelineer, Nest of Scarabs (great way to get creatures to sac for cards like Champion of Stray Souls), and Ruthless Sniper.

I added Fell Specter to hurt other players when I make them discard with things like Geier Reach Sanitarium and Rix Maadi, Dungeon Palace.

When I or others sacrifice permanents, which this deck has multiple ways this can happen with lands and such, Mayhem Devil will throw damage at targets.
