You do have a lot of cantrips and rituals, although I would consider running Dark Ritual as well. It's the most mana efficient ritual, and being able to cast Necropotence turn 1 or suddenly flash in an Opposition Agent off of just one open black mana is pretty strong. Brainstorm would be worth considering but I don't think that you have enough ways to shuffle your library right now to get the most use out of it. Maybe if you upped the number of fetch lands that you are running. Night's Whisper is a possible consideration for another cheap draw spell.
I do think that some of the top end of your deck could be replaced. Too many expensive storm payoff cards means that you have a higher chance of having them clogging your starting hand and first few draws, which is rough for a deck that wants to be setting up and casting a bunch of cheap spells. I really think that Eye of the Storm should go because there is a high chance that your opponents may get to benefit from it more than you do. You could replace the more expensive cards with wheels and card draw engines to help you keep your hand full and find your remaining win conditions faster. Windrider Wizard or Jhoira, Weatherlight Captain could be worth considering depending on how mana artifacts vs spells your final list ends up running. Gale, Waterdeep Prodigy can help you cast more spells in a turn but might not be what you want if you are hoping to stock up your graveyard for Underworld Breach.
You may end up needing a couple more board wipes depending on your meta. If everyone in your play group is just aiming to hit their combos the fastest then you may not need to worry about being beaten down by creatures before someone combos off and wins the game. If you are facing a bunch of creature-focused decks then more board wipes like Toxic Deluge may be necessary.
Hindering Touch doesn't seem like a strong enough counterspell to be running in Bracket 4. There is always Force of Will or Pact of Negation, but another one that may be worth considering is Muddle the Mixture for its option of being a tutor. It can grab Brain Freeze or Underworld Breach, and if you add in the dramatic Scepter combo then it can grab those cards too.

I figured out your linked deck takes us to a different deck with the same name and I was so confused. Clicking on your profile and then on YOUR deck with the same name takes us to yours. I'm also confused about your definition of "cheap" haha, unless you're talking about the CMC. I don't know much about Kess decks but at first glance your mana base looks fine to me other then maybe could use a few more blue sources.
I'm fond of Toxic Deluge.

You're in good removal colors. Abrupt Decay, Maelstrom Pulse, and Assassin's Trophy all hit a lot of key cards for spot removal, and Toxic Deluge, Pernicious Deed, and Casualties of War are good board wipes for a reasonable budget.
On top of that, Insidious Fungus and Creeping Mold are decent thematic options.

I've been looking at lowering my mana curve lately, some power cards are absolutely worth the cost, but I've never been in a situation where I needed and could pay for Ruinous Ultimatum for example, so I swapped in Toxic Deluge. Ripper is a monster and Citadel wins games. I'm still testing New Blood but I'm more focused on consistency even as I shift more to an aristocrats combo build. As great as it is, a 2-color Boros enchant that you can't really ramp into any sooner than turn 2-3 feels a little clunky. I'm experimenting now with The Meathook Massacre and have been pleasantly surprised. Also many of my recent wins have been due to the combo of Vito or Sanguine Bond + Bloodthirsty Conqueror or Exquisite Blood. With a perfect hand, I had one game where I ramped out an instant win combo on turn 3.

Foxigami It looks like most of your suggestions are centered more around creatures dying, which this deck isn't as good at. I like the Toxic Deluge--that one will make it in.
The Vampire approach looks really good. It's probably not going to fit into this deck, but can you please tag me when you're ready to show off your brew? It looks like it's going to be a lot of fun, and Vampires are probably my favorite major type.

Heyo, i love this deck as i have been brewing around this style of deck for a while. I am specifically trying to make a vampire tribal version of this deck as i found some fun combos and vampires that work well with this strategy. Here are my suggestions
first: if you are gonna kill the tokens off, Blood Artist and Slaughter Specialist are some cards you should think about, they work well and offer other ways for this deck to win.
second: Illness in the Ranks is a good way to remove all the tokens, Toxic Deluge would be helpful as well as it would be another way for you to do a mass board wipe other than.
third: some fun cards you can add i would recommend would be Hunted Bonebrute, and Hunted Horror. they are not the best cards as bonebrute can be easily killed by a Lightning Bolt and hunted horror might give the opponent too much value, but they should be considered as well.
some other fun cards to consider are Massacre Girl, Known Killer and Massacre Wurm
. massacre girl just gives you automatic value with draw cards, while massacre wurm can be another wincon. they might be a bit too slow though.

The deck exists in paper, the only thing left to do is sit down and make a nice Primer for it. I've had a blast playing this deck as once the Eldrazi start hitting the battlefield things get scary - for my opponents. I routinely cast Emrakul, the Promised End/Mindslaver targeting a good friend of mine in games as he always has devious spells in hand or in deck. We've played against each other plenty of times so I can remember a few of the more devious spells in his deck. One game, I Promised Ended him, permanently by getting him to cast Toxic Deluge and paying all 32 of his life. I didn't come out of that unharmed as it definitely killed my boardstate as well...but it was so glorious.
