Activating Brain Weevil's ability will sacrifice it so it won't be around to sacrifice to Westvale Abbey Flip. If you sacrifice it to Westvale Abbey Flip it won't be around to sacrifice to it's own ability.
You never trigger Brain Weevil. It has an activated ability which requires paying a cost (denoted by the use of a colon). A triggered ability starts with At, When, or Whenever. If it were a triggered ability, such as the one Black Cat has, it would indeed trigger when it died being sacrificed for another ability.

So I'm making a demon/sacrifice deck and I ran into something about Brain Weevil and Westvale Abbey Flip. A lot of the cards that I see usually have you pay/tap the creature to sacrifice it. This one just says "Sacrifice Brain Weevil", making me think that Westvale Abbey could trigger Brain Weevil's ability. Am I wrong or right?

Hey, I have a few suggestions/ comments.
Why do you use 24 lands in a deck that has such a low CMC? You're chancing some uneventful draws with so many lands. 19 should be about perfect, it gives you room for more spell play.
Necrogen Mists is also a double-edged sword, but since you aren't running Liliana of the Veil it's hard to find a substitution. Since your deck is reliant on you playing spells though. Liliana, Defiant Necromancer Flip might be a better option on a budget.

This deck has synergy issues, but I have a few suggestions since you haven't built it yet.
Those are some pretty solid staples to those colors for modern, some are a bit more costly than the others.
As far as creatures
Some multi-color cards
These cards will do significantly well for you in the control department, and almost all of them are pretty affordable besides Snapcaster Mage and Thoughtseize.
It may also benefit you to take out a few lands and use a few more creatures. This deck archetype on a budget has a hard time working well.
You can also try this Planeswalker out, it's a pretty useful one.
It's 3 cost to play and can be a draw card outlet for you, it's not going to replace a Liliana of the Veil though.

Hey there! Thanks for looking at my deck (Let 'em Die [Primer: Shirei, Shizo's Caretaker])! Here's some general suggestions for you:
Pawn of Ulamog and Sifter of Skulls are amazing token producers. The eldrazi tokens they make can be used for mana ramping, and can sacrifice themselves for death triggers. Neat! I'm testing out the Fabricate abilities of Weaponcraft Enthusiast and Marionette Master as well.
Smothering Abomination, Harvester of Souls, and Grim Haruspex are great for generating card draw for every creature that dies. Vampiric Rites is a 1-drop enchantment (kinda hard to remove) that gives you card draw. Maybe take out the one-time use spells like Read the Bones for these.
I personally like Deathgreeter over Bottle Gnomes, and it has pretty consistently done a higher amount of life gain. Zulaport Cutthroat is a must-have, IMO. It's often my quickest wincon. Gray Merchant of Asphodel and Falkenrath Noble are good for this too, if you have ways to reduce their power to recur them.
You do have a fair number of things with >1 power, or that boost their power. I might recommend Plagued Rusalka, Fume Spitter, and/or Necropede as ways to reduce the power of your bigger creatures, or as a form of removal against your opponents. Maybe instead of Drakestown Forgotten.
You have a lot of discard effects (which is good!), but several of them are sorcery speed (Sadistic Hypnotist, Brain Weevil, Augur of Skulls) or need to be paid for (Drainpipe Vermin). Or that don't recur at all Sadistic Augermage. I might recommend more stuff like Noxious Toad, Mesmeric Fiend, or Disciple of Phenax. That can be used on each opponents turn.
Scarblade Elite doesn't work unless you have another Assassin in graveyard, and only up to 4 times max, and doesn't even recur itself under Shirei. And I like Dutiful Attendant over things like Death Denied or Gravepurge. Maybe look into Living Death as well?

Recently made a few more changes:
Reprocess is great in a deck like this, but it's a one time effect, whereas Grim Haruspex can be used on multiple turns. It doesn't come back with my commander, but I can potentially get it back with one of my other graveyard fetchers. It costs 1 less to cast, but it also doesn't actually allow me to sacrifice anything by itself. I think it's a fair trade off, because a single-use sorcery isn't a reliable sac outlet.
Augur of Skulls makes them discard not one but two cards. It sacs itself for free, even if only on my turn. It's cheaper for the same effect on Brain Weevil, and who knows, its regenerate might be useful at some point. In 1v1, not being able to sac itself during their turn isn't as limiting as in multiplayer, especially if i have another sac outlet out.
Thrull Surgeon is an interesting new comer. He lets me see my opponents whole hand, and lets me choose what they discard. That's super powerful. It costs 1B to activate, which is limiting, but it's worth it, I think. Again, this is something I can only do at sorcery speed, but 1) there aren't many more 1/X discard creatures that I haven't used, and 2) it's powerful black control on my turn that is still a sac-able body on their turn.
I'm not really sad to see Kalastria Healer go. My artists are way more efficient at that task. But Perilous Myr will be missed, since it can hit smaller annoying creatures or do direct damage to opponents. I might want to find a way to work him back in. He was always a tad nicer than Infectious Host, which already didn't make the cut.
