Atraxa just sits there and passively proliferates, so let's exploit that with some funny counters-based effects. Whether its endlessly proliferating counters on something that removes them to activate creating an endless well to draw from, or ramping up stuff faster than you should be able to on its own - sometimes even ramping things that can't ramp on its own - this Phyrexian brings a lot to the table. Magistrate's Scepter and Sage of Hours are in the maybeboard to serve as optional swap-ins, as they fit the theme of this deck - I just don't enjoy extra turns mechanics.
