Chainer plus ball lightning tribal.

Version 1 of this list. The goal is to create a list that makes use of tall creatures that die fast, to get some early damage in. I added some madness effects to help get value from discards. I took some staples from other chainer lists but I would like to refine it some to get more value from creatures leaving the battlefield. Might need more 'ball' creatures.

This is still a prototype and as such, lands are just there until I replace them with better lands.
