Here's my thoughts, based on (casual) experience with a similar deck:
As wallisface and zapyourtumor mention, you need more low-cost spells. Your 1-2 mana slots should be the typical control options, which they listed some good options for.
If you want to keep the mill cards, it's possible to mill for profit. This lets you pull the best cards from your opponent's graveyard with cards like Geth, Lord of the Vault and Beacon of Unrest. This won't be as fast or reliable as a dedicated competitive mill deck, but there's a different focus here. Thief of Sanity fits in this deck as well.
The best direct theft cards tend to be 4+ mana: Domestication takes a smaller creature, Mind Control is 5 mana, Praetor's Grasp isn't exactly budget.
As a final thought, consider diversifying your mana base. You don't want to be stuck unable to activate a cool effect because you can't pay .
In my experience, theft decks are far too slow and unreliable for anything remotely competitive, but they do create some good stories at the casual tables. Above all, good luck, and have fun!

I like it. If you want to go true "steal your stuff" I would suggest finding a way to add in stuff like Praetor's Grasp, Bribery, Acquire, Treachery, Mind Control, Control Magic, Domestication, Corrupted Conscience, and Fool's Demise. Before I made my grixis deck I was going to go Grixis steal your stuff so I do have some thoughts. Plus cards like Act of Treason which you can attack with thier creature, then sacrifice them to Ashnod's Altar which could trigger Dictate of Erebos (or Grave Pact).
Any reason Nicol Bolas, Planeswalker isn't in here? All Grixis decks can use him haha.

I will probably pull out Braids, Conjurer Adept too, albeit I've been itching to play her in something ever since I picked up a copy. On the fence about it because I can be.
Probably should add in some more draw too. Thinking Blue Sun's Zenith could fit in among other things

like the base concept.
Confused by the lack of Phantasmal Image as it would etb as a Spirit. It doesn't trigger Tallowisp, but does trigger Mausoleum Wanderer and makes Drogskol Captain much better.
Also I think your Enchantment package needs an overhaul. Suggest maybe some of the following:
- Imprisoned in the Moon Good for general O-Ring style effect.
- Call to the Kindred Really interesting thematically as it essentially lets you CoCo every turn.
- Mirror Mockery Works well with combat on Selfless Spirit.
- Pariah Good SB fodder vs Burn etc.
- Daybreak Coronet Possibly the best Aura ever printed.
- Gift of Immortality Keeps Geist of Saint Traft around even longer.
- Flickerform Can setup multiple exile triggers on Spell Queller for abuse.
- Threads of Disloyalty More SB fodder.
- Domestication More SB fodder.
- Illusory Gains More SB fodder.
- Persuasion More SB fodder.

A sac outlet is really nice with Yasova, Goblin Bombardment, Phyrexian Vault and such
Also I would drop Domestication, Condescend and Essence Scatter for Grafted Wargear (on stolen creatures), Helm of Possession, and Birthing Pod
