Toshiro Umezawa is a unique, mono-black, (instant) spells-matter commander. He's perfect for a budget mono-black control deck, especially since you only get extra value when your opponents' creatures die. He effectively doubles the number of instant spells in your deck, which in this deck is 25.

Chances are, your opponents won't really like him too much. I recommend using your removal as politically as possible. If another player has a big threat or two, each other opponent will be happy if you can get rid of them.

I also recommend trying to win as fast as possible, which is why I included an infect sub-theme. Pick an opponent, clear away their creatures, then run them over before they have a chance to recover. Rinse and repeat.

Aggressive, controlling, cheap, and fun.
