Mishra is a strange commander to build around, because he tutors artifacts, but only if you have another of those artifacts, and as we all know, commander is a singleton format. However, his ability can be abused by putting a trigger that would counter or shuffle a card into your library such as Blood Funnel or Possibility Storm by putting the counter/shuffle trigger on the stack before his, letting you put the artifact into your graveyard or library, then getting it right back out.
