Derevi, Empyrial Tactician is an awesome budget merfolk commander. Thrasios, Triton Hero & Ravos, Soultender is my preferred non-budget alternative. WOTC just released Merfolk VS Goblins and made some merfolk really affordable. Ixalan also has a ton of sweet merfolk and the next set promises to add even more.
