Here’s some cards I found that might be fun! (And some overlap with Riotrunner’s suggestions!)

Floodchaser, Streambed Aquitects, Tidal Warrior, Lingering Mirage, Merfolk Wayfinder, Aquitect's Will, Scourge of Fleets, Sea's Claim, Ensnare, Engulf the Shore, Inkwell Leviathan, Colossal Whale, High Tide, Spreading Seas, Daze, Wonder, Mu Yanling, Sky Dancer, Quicksilver Fountain, Chasm Skulker, Wanderwine Prophets, Seafloor Oracle.

Obviously, we don’t need to include any or all of these, they’re just fun cards that could go in the deck!

I don't feel like you need either Ghostly Prison or Propaganda. You're looking to establish a big board presence with a lot of buffed up fish people, and then use control magic to protect them while you kick everybody's teeth in. Realistically people swinging at you isn't going to be what you need to worry about. What you do need to worry about is people interfering with your board with wipes and whatnot, and that's why you've got all the control magic so you're already set. The thing is, if somebody has a threatening creature that you don't want coming your way, propaganda isn't going to stop them. If they really want to hit you they're gonna pay the cost and hit you. Pillowforty cards aren't worth running unless you're stacking them and your strategy is built around them, but in your case you already have your horde of roided up fish people for protection. You should have more than enough chump blockers and threatening lads of your own to deter swinging better than propaganda could. I also don't think your deck needs Rest in Peace in its 99. It's not part of a win con that I can see like Helm of Obedience, and you aren't running stax or lots of graveyard hate, so it just feels out of place.

Then, with those slots you could add in let's say, another mana rock like Talisman of Progress because I feel like you might not have enough ramp. You could also add something like Stormtide Leviathan to lock down the board better than ghostly prison or propaganda could while letting your islandwalkers go nuts (which reminds me; Merrow Harbinger and Streambed Aquitects might suit you).

Finally Echoing Truth in commander seems questionable. Good against lots of tokens but other than that you're just playing a 2 mana Unsummon. I would consider swapping it out for either more ramp (Chrome Mox assuming you have a larger budget but not a Mox Diamond big budget, or Fellwar Stone if you're looking for something cheaper), or another counter of your choice, perhaps a Pact of Negation or a Force of Will. Needs Master of the Pearl Trident , Silvergill Adept and Master of Waves . They are all really strong, and not running 4 of each of the former and 2-4 Master of Waves is stupid. Also some 1-drops would be beneficial, either Mistcaller s, Cursecatcher s or Benthic Biomancer s. Seafloor Oracle , Stonybrook Banneret and Streambed Aquitects are probably best left home.

Spreading Seas , you need it badly. It enables islandwalk and shuts off certain colours. Aether Vial is also essential, but if its out of your budget, you should do fine without it in casual environments. Some counterspells are also ran in Merfolk decks. Try Spell Pierce , Mana Leak , Deprive or Wizard's Retort .

My first impression was that the 4 Spreading Seas should be switched out with 4 Aquitect's Will. Also two Silvergill Adepts should go and be replaced by 2 Streambed Aquitects. 1 Merfolk Trickster should be replaced by Bident of Thassa. two Cursecatchers should be replaced by two Counterspell. And one Harbinger of the Tides should be replaced by a Merfolk Sovereign. And also take out 2 Aether Vial and add in two more Sovereigns

Ooh, I love THIS! Thanks for the credit btw. What a fresh take on the tropical fish in pauper. One thing we should think about collectively is how to enable more islandwalk. We have Streambed Aquitects and Spreading Seas but there must be more. I have to comb the card search a few more times.

Also, if you are interested in Millfolk, I have built a deck a few months ago that tries to do just that. Haven't updated it recently, though. Also, be ready for some pushback. People just don't believe you can pull the necessary combos off.

I think islandwalk will be your least reliable form of evasion even with Spreading Seas. I like Gaea's Skyfolk too because it blocks a flipped Delver of Secrets  Flip. You could take out maybe Streambed Aquitects and Stonybrook Banneret (the discount doesn't help when almost all your creatures cost 1). Maybe cut those 4 and add a 4th Skyfolk. I'm not sure what's correct but that's my suggestion.

You also have the option of sideboarding in some of your bigger Merfolk or islandwalkers if your opp is playing blue.

Deck looks like fun!

Seasinger,Lingering Mirage,Phantasmal Terrain,Streambed Aquitects,Aquitect's Will,Tidal Warrior,Tidal Courier,Coastal Piracy,Shapers of Nature, deeproot elite <(new card from rivals doesn't show up) all seem like good cards for merfolk tribal. A bunch of those cards enable island walk which a lot of the lords provide, seasinger synergizes well with that. Anything else just seems like strong cards that would work well in a g/u merfolk tribal. If you like any suggestions I can take a look as to what I'd sub out if you're curious.
