I just made a Merfolk deck myself! Here a few suggestions depending on how much money you want to spend:
Silvergill Adept is a good two drop that draws a card when it comes in.
More Mutavaults would be good too, if that's in your budget. Unclaimed Territory seems like it might be worse than just having islands, since you only have blue spells and it will make it harder to cast your noncreature spells.

Hey, just so you know the Merfolk vs Goblin duel deck is not legal in Standard. Play it casually, but not in Standard.
Both duel decks can be streamlined, you're allowed to have up to 4 copies of a card in a deck. By streamlined I mean choosing some of the best cards in the deck and including more copies of those cards; in return cutting the less good cards. The decks are originally filled with 1 ofs(one copy of a card). A good upgrade for the Merfolk deck is including more copies of the Merfolk lords(Merfolk that give other Merfolk +1/+1). There's a few lords already in the deck, but they're only 1 ofs; you can have up to 4 copies of each of these lords in a deck.
Merfolk Sovereign is the only budget($1 or less) mono-blue Merfolk lord the rest are $3 or more if this matters. If using an islandwalk strategy then 4x Master of the Pearl Trident is one of the best upgrades you can make; he's a two drop lord who gives all other Merfolk islandwalk. Tidebinder Mage and Harbinger of the Tides are good one/two punch creature removal vs the Goblin deck. Tidebinder taps down a red creature, is a Merfolk body who can attack. Harbinger can bounce a tapped creature when it enters the battlefield(ETB) while also being a Merfolk body. Silvergill Adept is a great Merfolk because you'll get to cast it for only two mana. A 2/1 Merfolk that draws you a card for two mana is very good.
One thing I notice is there's a lot of three drops(cards that cost three mana) in the original Merfolk deck. I think just about all these three drops other than the Merfolk lords can be upgraded to two drops. This will speed up the over all game play letting Merfolk be faster. If most of the lords in the deck are three drops then playing more two drop Merfolk lets you more consistently have a Merfolk in play before you play a lord.
An exception to the high mana cost Merfolk is Seafloor Oracle. His ability is pretty powerful with Merfolk who have islandwalk or are unblockable they become a draw engine. Anytime a Merfolk does combat damage to your opponent you draw a card for each Merfolk that did damage, this can be a lot of card draw. Spreading Seas is more permanent ways to make sure your opponent has an island. Seas like Aquitect's Will also draws a card.
Budget upgrades to consider:
- 3x more Merfolk Sovereign
- 4x Silvergill Adept
- 3x more Tidebinder Mage
- 2-3x more Harbinger of the Tides
- 1x Seafloor Oracle

you have too many creatures and not enough instants/sorceries. I would consider adding more removal and removing cards like Vorel of the Hull Clade which is kind of useless in this deck you don't really use counters at all.
I would also suggest you remove Merfolk Mistbinder, Halimar Wavewatch, Deeproot Elite and Dakra Mystic. and consider replacing them with cards like Merrow Harbinger, Merrow Reejerey, Merfolk Sovereign, Lullmage Mentor or Wake Thrasher

PeterB6729 Honestly I'm gonna say not, the first cut I would make are the Merfolk Sovereigns for either Kumena's Speaker or Cursecatcher, and I would probably go down 1-2 Merrow Reejerey for 1-2 of the other 1-drop not already in the deck. But when I was building Merfolk it was before Cursecatcher announced for M25 and it was a $10 card when it should be a <$6 card and would've kicked up the deck's price by $40 for no reason (price matters to me because I'm a college student and half to spend wisely). It is nice knowing that you will more consistently hit that immediate 2-5 power swing with having more lords, but it slows down the deck by a turn way too often for me to be able to justify it. You basically start by playing a turn behind if you don't have Vial and that's really rough in Modern.

Yeah, I have some ideas. There are a tons of ways you could do it, I'm just going to list a few. Merfolk is too vast to cover here.
I was going to suggest this card, but now i see it is a merfolk which makes it better: Vorel of the Hull Clade. It is worded strangely, but it effectively doubles the counters on the items listed. This would go well with your commander.
Also consider some of these merfolk. Deepchannel Mentor, Fallowsage, Master of the Pearl Trident, Master of Waves, Merfolk Sovereign, Merrow Harbinger, Merrow Reejerey, Silvergill Adept, Silvergill Douser, Thada Adel, Acquisitor, Tidebinder Mage, True-Name Nemesis, Wake Thrasher, and Wanderwine Prophets.

Hello! Just wanted to stop by and say that this has helped me to think of putting together a merfolk deck of my own. Though that being said, what do you think of the idea of replacing Merfolk Mistbinder for the cheaper (is dollars anyways) Merfolk Sovereign?

Ik denk dat je sowieso naar meer creatures (merfolk) moet gaan. 19 creatures is echt te weinig voor een tribal deck. 30-35 creatures is een beetje de richting die je op zou moeten gaan.
Tips (Ook wat slechtere tips maar om het een beetje budget te houden):Voor untap: Intellectual Offering, Breaking Wave, Retreat to Coralhelm, Quest for Renewal, Merrow Commerce, Dramatic Reversal, Curse of Bounty, Benefactor's Draught (Kan ook tussen opponent's combat!)
Voor creatures:Deepchannel Mentor, Merrow Harbinger, Riverwise Augur, Seafloor Oracle, Surgespanner, Tempest Caller, Tidal Courier, Fallowsage, Drowner of Secrets, Jungleborn Pioneer, Merfolk Sovereign (Lord), Merrow Reejerey (Lord), Stonybrook Banneret, Lord of Atlantis(Lord), Master of the Pearl Trident (Lord), Merfolk Mistbinder (Lord), Coralhelm Commander (lord)
Qua versnelling, ik zag je van de week al Urban Evolution spelen, met alle exploration is dat prima acceleration in dit deck.
dan kan je ook gaan denken aan Explore, Enter the Unknown, Path of Discovery, Summer Bloom, Rites of Flourishing. ik weet niet of je Kiora, the Crashing Wave had maar dat is ook wel een goede voor in dit deck. Hou er wel rekening mee dat het dan een goed idee is om 38 a 40 land te gaan spelen voor een hogere pakkans. Landjes met cycling zorgen er dan weer voor dat je niet te veel land op hand houdt.
