So a lot of what you’re doing is solid, there is a pretty great synergy level here, and no real problematic cards though there are some cards that are less than optimal.

For example Ichor Wellspring spring and the Guild Globe . Being in blue means there are just better options for drawing. Card draw can come from Cold-Eyed Selkie , Tatyova, Benthic Druid , Seafloor Oracle or Fallowsage who has synergies with your commander, also Prime Speaker Zegana who is just super good with +1+1. There are also spells which are just super good in blue like Ponder

You also have some room to improve your synergies with +1+1 and proliferate. Jiang Yanggu, Wildcrafter for example while not a merfolk is just great for the deck.

And there are some amazing lords (creatures that give all of a creature type +1/+1) in the merfolk tribe Like Merrow Reejerey and Merfolk Sovereign which are the inexpensive ones that you aren't already using.

A card that goes super well with your commander is Merrow Commerce .

Tutoring (searching for a specific merfolk from your deck) can increase consistency substantially so Seahunter despite the price tag is incredible, cheaper versions include Tidal Courier and Merrow Harbinger

Ramp is important and there are a couple cards that are used in most green decks, like Cultivate and Kodama's Reach . There is also a handful of cards that speed you up as well like Stonybrook Banneret , and I might consider some artifact acceleration like Simic Signet or Commander's Sphere

Shaper of Nature is a solid mana dump (a card that lets you spend excess mana at will

I'd use Vanquisher's Banner over Glass of the Guildpact , because you’re only really running a handful of multi-colored creatures. But it is a bit more expensive

Beast Within is super strong removal cause it’s in green and blue which don’t have great answers for problem creatures

On the wish list is Hardened Scales cause its so good with +1 +1 and proliferate

As for lands there are a couple of lands that help you and are reasonably priced Simic Growth Chamber , Evolving Wilds , Terramorphic Expanse , Lumbering Falls , and Oran-Rief, the Vastwood .

For instance is there a difference in a buff ability like Merfolk Sovereign ’s where it seems more like a static ability, versus something like Academy Drake where it specifically says it gives counters? The reason I ask is because in the scenario there was a Herald of Secret Streams on the board,so if merfolk sovereigns ability applies toward herald of secret streams,the whole Board would have been unblockable.

Merrow Reejerey - An incredibly powerful card that can allow you to instantly pop off almost any time.

Kiora's Follower - pairs well with Merrow Reejerey , is a merfolk and can untap/tap a creature/land that you may or may not need

Cursecatcher - Gives you another merfolk body and counts almost like a Spell Pierce which means that you can run more merfolk

Kumena, Tyrant of Orazca - Hes a good sideboard option against control decks

Merfolk Sovereign - He can squick through that little bit of extra damage that you need

I dont know how I've never thought about cards like Mutavault , Cavern of Souls and Collected Company in my Merfolk deck(Simic Merfolk), which is weird because i love tribal decks like humans: Thalia's Horde of Humans.

Have you ever thought about cards like Kiora's Follower or Merfolk Sovereign ? Along with Merrow Reejerey , you can have a lot of shenanigans going on.

I'm definitely with the other guy in terms of suggestions. Harbinger of the Tides and Merfolk Trickster both give huge tempo swings that the deck can benefit from.

Master of Waves pricy-ish card but definitely a powerful top end for the deck. Will win you games just by casting. I'd suggest finding some of these.

Merfolk Mistbinder Is a cheap addition to the team. I'd grab a playset of em.

Merfolk Sovereign is worth looking at too. It's a neat Lord that can make you push through stalemates.

If you ever get more of a budget in future, consider Mutavault , this becomes a strong Merfolk for little investment.

However, if what you're looking for is a budget merfolk deck that can be built on the cheap, then I can suggest some very fun cards.

Cold-Eyed Selkie Cursecatcher Harbinger of the Tides Kiora's Follower Master of Waves Merfolk Sovereign Merfolk Trickster Merrow Harbinger Prime Speaker Zegana Stonybrook Banneret Thada Adel, Acquisitor Vorel of the Hull Clade Wistful Selkie Spreading Seas

With some more that cost a few dollars each if you're looking to upgrade.

Lord of Atlantis Master of the Pearl Trident Kumena, Tyrant of Orazca Thrasios, Triton Hero True-Name Nemesis

I'm sure I'm missing a few obvious choices, but hopefully you'll find a use for some of these cards. In my experience, some cards you may want to drop to make room are Herald of Secret Streams, River Sneak ,and vineshaper mystic .

Some cards that aren't related to Merfolk per say, but would be beneficial to your deck are: Giant Growth, Mana Leak, Unclaimed Territory , Botanical Sanctum(much cheaper out of standard), Hinterland Harbor, Lumbering Falls, Simic Growth Chamber, Temple of Mystery, Thornwood Falls, and Yavimaya Coast.

Sorry if all of this is a lot of information or if I've listed a lot of cards out of your price range, but there are defiantly some cheap upgrades to be made.

**edit I've noticed that tappedout has some card prices listed incorrectly, so check elsewhere first if you're thinking a card is too expensive.

My first impression was that the 4 Spreading Seas should be switched out with 4 Aquitect's Will. Also two Silvergill Adepts should go and be replaced by 2 Streambed Aquitects. 1 Merfolk Trickster should be replaced by Bident of Thassa. two Cursecatchers should be replaced by two Counterspell. And one Harbinger of the Tides should be replaced by a Merfolk Sovereign. And also take out 2 Aether Vial and add in two more Sovereigns

I just made a Merfolk deck myself! Here a few suggestions depending on how much money you want to spend:

Lord of Atlantis pumps all your merfolk and gives them islandwalk, just like Master of the Pearl Trident.

Merrow Reejerey is another great lord that makes your guys bigger and allows you to tap and untap stuff. Merfolk Sovereign is more a budget lord that allows you to make something unblockable.

Silvergill Adept is a good two drop that draws a card when it comes in.

More Mutavaults would be good too, if that's in your budget. Unclaimed Territory seems like it might be worse than just having islands, since you only have blue spells and it will make it harder to cast your noncreature spells.
