I know nothing of EDH, but, I do know one card that's good for Angel decks! (Since I faced it and hated it like two years ago). Entreat the Angels, it's a wonderful card since it can fill your board with tons of angels if you top deck that in the late game. I also left an upvote because I know this isn't going to be much help. I then looked up some other angels, here's a little list. Angel of Salvation, Pristine Angel, Linvala, the Preserver, and I was really surprised you didn't have this in your deck, Archangel of Thune. I do hope this helps a little!

I think you could take out Emancipation Angel, Illusory Angel, Guardian Seraph, Indomitable Archangel, Lightkeeper of Emeria, Malach of the Dawn, Seraph of Dawn, Avenging Angel, Herald of the Host, Patron of the Valiant, Dawnbreak Reclaimer, Archangel, Angel of Salvation

I also think you could cut some lands, 38 is a good number. Bant Panorama, Seaside Citadel are good to add back in

Harsh Mercy seems good as well

you have very little enter the battlefield effects, maybe add Torpor Orb or Hushwing Gryff

It seems like your heavy hitters are 4 mana and up, so i think your ramp should cost less than 4. This way you're not decieding betweenn casting an angel or ramping for other angels. Maybe cut Explosive Vegetation for Rampant Growth. you could cut Belbe's Portal and Quicksilver Amulet for that same reasoning. You could add Simic Signet, Selesnya Signet and Azorius Signet for more ramp as well

Maybe cut Caged Sun for Mirari's Wake.

I think you need some card draw as well. maybe Rhystic Study or Distant Melody, Zendikar Resurgent

You could run some anthems to pump your team as well, I think Door of Destinies could be really good in this type of deck

Lurking Predators is the Quicksilver Amulet type effect you want i think. maybe take out Selvala's Stampede for it?

I searched more stuff and found these: Angel of Jubilation is a good lord with a good tax effect for only 4 mana. Angel of Salvation has a convoke cost which could be more manageable. Inspiring Statuary can also help by letting your artifacts help with mana cost.

Angelic Destiny and Angelic Renewal could protect some of your higher mana cost spells, or your commander, so that you don't have to worry about wasting mana. Angelsong is good protection as well.

All effects that use the term "target" are targetting, while all effects that don't, don't. Your second question is easy to answer: Yes, casting an Aura with a creature as a target will trigger Willbreaker.

303.4a. An Aura spell requires a target, which is defined by its enchant ability.

To name some other, non-standard examples that will trigger it, consider:

However, some effects won't trigger it:

  • Clone (copy effects generally don't target, though that's easy to overlook)
  • Proliferate

In general, effects that require choosing permanents don't target (and will not use the word "target"), even though it might feel like they do.

Angel of Salvation is kinda meh, only prevents 5 damage. Or Archangel of Strife My play group has a diverse set of commanders and that one can be abused pretty easily by the better than this. Like token decks get way more from war and Phenax, God of Deception mills way faster with peace. The edges are too sharp on that double-edged blade for me.

Urza's Incubator is great for getting angels out. After that, I guess it just depends on your playstyle. Although Sigarda, Host of Herons is a bamf, she might be better replaced with something that gets things out faster, like Cryptolith Rite. I'm rather fond of Adarkar Valkyrie for keeping angels on the field.A combo of Angel of Salvation with Moonsilver Spear would also be pretty cool.

Also, I would personally bring this down to two colors - either white / red or white / green. W/G will give you mana ramp, to get stuff out faster. W/R will give you aggression, but it has a snowball effect. It really depends on your end goal, and what you're trying to accomplish.

Cards that you only have one of. If it's bomb, then it's fine to have it as a 1/2-of.

Ajani is fine as a 1-of. Serra Angel isn't really worth it. There are better Human/Angel cards for 5. Angel of Salvation is expensive for a one-time effect on a 5/5 body. Kemba's Skyguard could probably be changed to something else. Healing Hands is an okay lifegain/draw spell, which could be run over/alongside the lifegain spell you already have. I'd run Pacifism over Divine Favor if you're going more for a your-creatures-can't-attack control. If you're more focused on buffing your creatures, more Spectra Wards and Divine Favors would be good, along with Godsend perhaps.

I don't play Modern, or really anything out of Standard/EDH, so I can't give good recommendations for any other cards.
