I'm currently trying to optimize this to be a turbo mill deck. I need to cut a few cards. Hopefully lower the mana curve. I'm not looking for infinite combos so dramatic scepter won't work. Any help would be appreciated. Thank you.

The cards I want to remove or replace with a similar but cheaper effect are

-Deadly Tempest because life loss is pointless and could hurt me, I replaced this with Evolving Wilds

-Finishing Blow because I have enough removal, although I feel I should have less restrictive removal. I replaced this with Terramorphic Expanse

Budget is very low. (I may have cards lying around or increase my budget later so I'm open to expensive suggestions)

Thank you AjanisLastDan for recommending the talisman and other 2 drop mana rocks that decrease the overall cmc. Also the four cost tutors to replace Razaketh's Rite. Undead Alchemist is now under consideration as it exiles creatures like Vigor,Kozilek, Butcher of Truth, and Serra Avatar to prevent them from shuffling in and granting me additional blockers/mill for 2.

I'm now looking through the mana base because most comments have geared towards mana rocks and land. Increasing speed is of course important. the list that both /DemMeowsephs/ and /Hoobynobber7395/ dropped on me are exciting and extremely useful for fast mana which gets me into milling turns earlier, as well as the untap effects to abuse phenax abilities much faster than waiting for non haste creatures. I'll take time to consider each of these according to price and efficacy.
