This is a very fun, interesting, and unique take on an EDH control deck the is quite interactive and effective.

I'm still play testing some cards, so consider this list a work in progress. However,it is very effective as is. It obviously plays like a control deck, but while I'm controlling Noyan Dar, Roil Shaper allows me to simultaneously beef up some lands to aggro players out. Some strategies the deck has going on and things I try to do:

I try to pile the counters on just one or two lands to avoid losing too many lands to an untimely board wipe or something. However, things like Terra Eternal and Darksteel Garrison can help keep animated lands around for awhile, and Crucible of Worlds lets me replay them if they die. Initially, Elspeth, Knight-Errant was put in for her emblem (also making my lands indestructible), but after some play testing I've found that her true strength lies in her +3/+3 flying ability. Giving my lands evasion is crucial (a 7/7 flying Noyan to the face puts a lot of pressure on an opponent too), since there have been games where I've been chump blocked for days. I added Rogue's Passage for this reason (Cryptic Command also taps down their blockers), and have also considered adding Wind Zendikon, but presently I've found that having lands like Celestial Colonnade, Faerie Conclave, Blinkmoth Nexus and Inkmoth Nexus is good enough because they all have extra value in gaining flying once animated. So they're all good candidates for piling Noyan's +1/+1 counters on. Darksteel Citadel is a good target too. Inkmoth Nexus is a pretty obvious win con once I pile some counters on it. For example, simply having Noyan Dar, Roil Shaper and Inkmoth Nexus out and then casting Planar Outburst means a (probably) clear board and an 8/8 flying infect coming at their face. Just one more instant/sorcery makes that a lethal 11/11 infect.

A lot of my stuff targets/wipes nonland permanents. One reason for this is that if something of mine gets copied (Twincast kinds of effects), they won't be able to target the land I've been trying to beef up with their copy. Also, things like Devastation Tide or Oblivion Stone can win me the game if I bounce everything except some of my very big lands, which can then proceed to make short work of my opponents' life totals.

Consecrated Sphinx is surprisingly good with Arcane Denial and Dream Fracture. Targeting an "ally" in multiplayer with Blue Sun's Zenith or Opportunity is also neat with tha sphinx.

Strionic Resonator is mainly to copy Noyan's triggers, but is also good with Archaeomancer/Mnemonic Wall or Consecrated Sphinx or whatever.

Aside from that, the deck is easy and fun to play.
