Noyan Dar, Roil Shaper
Legendary Creature — Merfolk Ally
Whenever you cast an instant or sorcery spell, you may put three +1/+1 counters on target land you control. If you do, that land becomes a 0/0 Elemental creature with haste that's still a land.

Hello again. I'm throwing around ideas and what do you think of Geode Golem + Sisay, Weatherlight Captain or General Tazri to tutor out Zada? And what about spellslinger and Talrand, Sky Summoner / Noyan Dar, Roil Shaper / Jeskai Ascendancy -like spells and free range spells like Manamorphose / Gitaxian Probe / Invigorate ? And if we are doing token/clone stuff I would think Blood Artist / Falkenrath Noble / Poison-Tip Archer would be a good wincon.

I also like Icy Manipulator both for flavor and for utility. Dark Depths might be out of your price range, but it is such a cool flavor card. also on that list is Glacial Chasm . Some more enter the battlefield creatures might be really helpful things like Eternal Witness and Hornet Queen are busted good with roon. Eon Hub does things in this deck. I have no idea if it is a good card or not for the deck, but it certainly does things.
Some cool things to think about (specifically cool for you, and very uncool for your opponents). If you can make your opponents lands snow covered all of a sudden Balduvian Conjurer and Balduvian Frostwaker make them removable with creature removal like Swords to Plowshares and Path to Exile can now remove lands. Which I guess for those specific removal cards seems pretty bad, but uh Sunscour after making all of your opponent's lands into 2/2's with the frostwaker seems pretty hilarious to me.
Altogether your list is super fun and flavorful, could it have more focus on making a specific win condition go? like Worldly Tutor to get out the Rimefeather Owl consistently? Sure, but this schema is going to be tough to break, which is why it is fun. I think you could do more board clears and more making your opponent's lands into creatures, but I think that will make your play group dislike you pretty quickly. Noyan Dar, Roil Shaper might be fun if you want to go all in on making your lands into creatures and winning that way. And with that dude, you could go with Devastation Tide and Rude Awakening . There are a bunch of things your list could be sharpened into. Hope this helps.

Would love to contribute some info. Noyan Dar, Roil Shaper got an upgrade from War of the Spark that is helping to mitigate some of the issues I have run into in Tomik, Distinguished Advokist . I have the highest rated Noyan Dar deck on Tapped Out. Here is the link The Sea is Woke - Noyan Dar Control for reference. I would say that it is still a High Power deck but is still a ways from Competitive. I love this post and have read through and learned a lot. Thanks for keeping up with this.

I'm getting a little itch to play a control deck. I'm leaning Azorius, either Geist of Saint Traft , or Noyan Dar, Roil Shaper , the latter of which doesn't seem to have a win angle other than grinding out the table and praying? Any thoughts on those two?
My third option is maybe Tatyova, Benthic Druid , who seems a bit more versatile by having green, but I'm still leaning Azorius.
Anyone have experience with the abovementioned generals?

Why not Noyan Dar, Roil Shaper ? You commander makes your lands into threats even as you're casting spells to protect them. There are things like Terra Eternal and Sacred Ground that keep them in play, board wipes like Hour of Revelation and Planar Outburst kill everything but them. Blue White also lets you run counter magic to keep your opponents from wiping the board

Hhhmm... If you want a sort of Group Huggy deck, try Fertilid , because that totally helps people who are mana-screwed and have lots of political value. Or, if someone the two most powerful players have made an alliance to kill the other two first, maybe (if you have a ton of mana) use Villainous Wealth to steal their stuff (make you a bigger target than the other player who's behind) and then let them rebuild. Another weird card is Helix Pinnacle which will basically win you the game if left unchecked. A good card to help someone who's flooded with mana but dosen't have much creatures on the board is Noyan Dar, Roil Shaper because you can target someone else's land and make creatures for some interesting political stuff (though turning lands into creatures is real risky).

Boy, there has been a lot of clamoring about moving various commanders up to High Power lately. It kinda makes sense that it'd be one of the most contested tiers, but the problem here is that tier 3 should really just be split up into two tiers--whoever it was that suggested that idea some time ago, I agree. The old fogeys who are generally always in favor of the status quo look at tier 3 and see Azami, Lady of Scrolls , Kaalia of the Vast , and Atraxa, Praetors' Voice and say that Teysa Karlov and Krav, the Unredeemed and Niv-Mizzet, Parun and Anafenza, the Foremost and ahem Shirei, Shizo's Caretaker aren't worthy of high power, but neglect all the other commanders in high power ( Nath of the Gilt-Leaf , Kestia, the Cultivator , Noyan Dar, Roil Shaper , Thada Adel, Acquisitor , etc.) who aren't quite so good as the previous examples.
Basically, if it provides an easy win condition for a control/stax deck or is a dumb cumpster for some colorless infinite mana combo, the consensus is that it's at least tier 3, but apart from that, the criteria seem to be a little vaguely applied as far as said tier goes. I think it'd be easiest to just make a tier 3.5 and adjust the criteria definitions rather than move a whole bunch of commanders up and some commanders down, but that's just me.
