I suggest if you want to play man lands Noyan Dar, Roil Shaper is your best choice. Because Noyan Dar, Roil Shaper puts counters on your lands. Increasing the power of your man lands. If some one kills Noyan Dar, Roil Shaper? You still have your man land with 5 +1/+1 counters on it to smash with.

You can probably get Noyan Dar, Roil Shaper for $0.25 at your local shop, and have a dearth of options to mess around with. The card is centered around three core aspects of the game: instants, sorceries, and lands (with an extra layer of “elementals” to boot). There are a berjillion different directions to go with these, and two colors to work with. This is one of my favorite sleeper commanders, and recommend you roll it around in the back of your mind while you make your first pick. Go wide? Go tall? Go wild!

Yeah! There are definitely some options. Maybe not so much on the land theft theme, but definitely on the animation theme.

I like the design overall, but I think one of the mana symbols should be changed to pure . Otherwise, this card gives direct damage to mono-blue. I assume it's intended for Commander, and it's not viable in Legacy or Vintage, but it's possible to use it as a very un-blue damage source in Casual, both as attacking and as burn.
There are currently four types of blue cards with the word "haste":

also require (Sprite Dragon, Adeliz, the Cinder Wind, etc.)

grant it to something else (Noyan Dar, Roil Shaper, Reins of Power, etc.)
-
have defender and an activated ability (Bonded Fetch, Errant, Street Artist)
So a creature with haste and the ability to immediately attack and cause direct noncombat damage to any target is pretty well out of mono-'s wheelhouse, and this card as written gives it exactly that.
All the same, I like the effect, the stats seem fair, and I could otherwise see this as a real card.

TypicalTimmy it's a different axis of interaction. Would you say that a deck with 12 boardwipes would be fun to play against? How about Talrand, Sky Summoner with 25 counterspells? Or maybe Tergrid, God of Fright Flip who will take your hand and your board away from you and under their control. Overdoing anything will make a game boring, especially if you focus on deconstructing other people's game plans.
The first commander deck I played, had the critical mistake of focusing way too much on the commander. Noyan Dar, Roil Shaper had a lot of carddraw and interaction, but I needed the awakened lands to make a board presence and not die. After three fun games, my commander got removed or countered immediately for the first 3 times I brought him out. Sitting there, in need of paying 13 mana for your commander, and then more for it to actually do something, while the rest of the table is doing the 20+ mana silly stuff, and you're trying to join in and get bullied on your biggest weakness every time...
That's how stax players are made I guess, finding the weak spots of the strategies others enjoy, and preemptively punish them for trying. I personally find it hilarious when someone's Dockside Extortionist is about to make 13 treasures, and I can Chord of Calling for Collector Ouphe before the Etb resolves. You don't need many counterspells when you have a Rule of Law, you don't need a Wrath of God when Ensnaring Bridge keeps your health total safe.
I understand when you call yourself Typical Timmy it's going to be hard to see the fun in your wins being disabled by freaking 2-3 mana artifacts and enchantments, but if you're usually losing to 60 mana, 20 spells cast Storm turns in EDH, a Rule of Law, Winter Orb and a Stony Silence are a breath of fresh air to try and give yourself time to do other cool stuff that lies in the possibilities of magic cards. I still want to make a deck that wins with Stern Judge+Urborg, Tomb of Yawgmoth that would be an excellent wincon for that sort of playstyle. It probably wouldn't work in just a ramp deck.
Personally, even if I'm building a stax deck, I try to leave the lands alone, and only play hate for acceleration (mana rocks, treasures, mana dorks, etc) because I know the helpless feeling of playing a game of "not playing the game" all too well. Still, if your plan is to win with combat damage, make sure you can do it through Meekstone+Blind Obedience, or be challenged to win in unconventional ways (which for me, the stax player, is really interesting to see the creativity of what happens when they do).
That's where I think the fun in stax is. It might take a broken player to start, but your opponents WILL notice you on their way to victory. Of course, your mileage may vary.

I've been looking for a deck idea that's different than anything else in my playgroup. I've had Noyan Dar, Roil Shaper in my binder since the BFZ days, but never found a use for him. I think this is it!

I do a lot of budget building, and there are so many possibilities. I recently did Pramikon, Sky Rampart walls/vehicles & Rosheen Meanderer Hydras. I've also done Noyan Dar, Roil Shaper, Tolsimir Wolfblood green/white multicolor, Yisan, the Wanderer Bard with elves & archers. Jhoira, Weatherlight Captain makes a fun artifact deck. Wheel & Deal with Arjun, the Shifting Flame. I've been thinking of trying a Rienne, Angel of Rebirth multicolors matters deck. Talrand, Sky Summoner spells only. Slinn Voda, the Rising Deep makes a fun merfolk/sea monsters/bounce build (even built this one as a pauper deck). Lathliss, Dragon Queen makes a fun mono-colored dragon deck. I don't play black, so I don't really have suggestions that direction, except to pull up a search for legendary creatures, sort by lowest price, and see if any of them strike your fancy. Or look at a color pair on edhrec, search through for interesting commander options, and start building.
