Looking at the Gatherer oracle text for Deepwood Elder, it matches the printed text and thus turns the targeted lands into forests alone. They will not be able to tap for anything but 1 green and will lose any other abilities. If a card makes a land another type in addition to its previous types, it will say as much (such as in the case of Navigator's Compass).

EDH evaluation isn't really my strong point, but here's what I got.
Daru Warchief is reliable Soldier tribal support, and Cenn's Tactician offers another 1-drop creature.
I'm not really seeing the purpose of Eldrazi Conscription. It's a good card, but it doesn't offer much to the go-wide, strength in numbers approach that Soldier tribal decks usually take. I also don't see a way to get it out quickly and reliably, so it's just kind of there.
Related to this, any effect that pumps a single creature probably isn't worth it. Sanctuary Blade, Angelic Gift, Eternal Thirst, and Gift of Orzhova in particular don't seem right for this deck.
I see a lifegain subtheme, which is fine as long as it works. How often does Angelic Accord trigger? Unless it's going off every turn, that's another one that can be taken out. Outside of that, I don't see any other payoffs for the lifegain. If you don't have any reason to include it other than "not losing," I would also drop Take Heart; there are better combat tricks.
Duress seems out of place, and doesn't really contribute anything to your soldiers. Champion of the Parish would be better served in a more Human-focused deck, since many of your creatures and almost of your tokens don't have the Human subtype.
Makeshift Battalion and Skymarch Bloodletter are generally pretty weak creatures.
For upgrades and replacements, you have some budget room, so I'm going to try to use that up. Rootborn Defenses should be Heroic Intervention, to save mana and get hexproof for your stuff instead of another 1/1 token. Switch Navigator's Compass for another mana rock that can provide mana instead of just changing it, like Fellwar Stone. Unless you regularly see regeneration, like multiple times every match, Dreadbore is better than Terminate.
Your lands are generally pretty slow, and I don't recommend the bounce lands (Rakdos Carnarium and friends) without a specific purpose beyond simply mana fixing. If you can, get the shocklands (Blood Crypt and friends) in their place. There are other land cycles as well for every level of budget. Look for ones that give the option to enter untapped. Clifftop Retreat is a good start. The Luxury Suite cycle (I forget what the nickname is) can get expensive, but if you can afford the investment are definitely worth it.
When looking for cuts, keep one question in mind: "How does this help advance my strategy?" If the answer is only "Because it's a Soldier" or "Because it gains me life," it's probably cuttable. Soldiers in particular are a very synergistic tribe, and ideally every card should help support every other card.

I have Considered Dispatch and its a good choice for the deck I think I prefer Path as It's safer to cast early game when you might not have metalcraft
Whir of Invention is a very good card which would normally be in the deck along with a copy of Ensnaring Bridge but having 8 lands that don't produce blue mana for non artefact spells can make this hard to cast in a timely fashion
Nihil Spellbomb and Tormod's Crypt is just personal preference if you prefer the card draw play the bomb if you prefer cheap recursion with Emry, Lurker of the Loch play crypt
Brainstone is great for the deck some other good cards would be Expedition Map Welding Jar Navigator's Compass And Shadowspear (which has actually made the deck just need to update the list). Due to the how large the toolbox is for Urza's Saga you should look to change piece's of the deck to adjust to the current metagame

Hey, good budget start and nice Scroll Rack :)
Spectral Sailor, Siren Stormtamer, Changeling Outcast, Warkite Marauder, Kitesail Freebooter are all low CMC budget Pirates who have evasion (flying or unblockable). More low CMC Pirates with evasion especially flying makes doing combat damage with three Pirates to a player easier for Brass as well as making more treasures with Malcolm, Keen-Eyed Navigator. Sailor is also a mana sink to draw cards.

- Changeling Outcast > Brazen Freebooter
- Warkite Maurader > Dire Fleet Neckbreaker
- Kitesail Freebooter > Goblin Trailblazer
Coercive Recruiter and Fathom Fleet Captain have powerful budget repeatable effects with Pirates. Recruiter can help to clear blockers out of way to do combat damage with three Pirates for Brass. Captain can be a repeatable source of Pirate tokens which triggers Recruiter and Merchant Raiders.
- Coercive Recruiter > Headstrong Brute
- Fathom Fleet Captain > Dire Fleet Captain
Malcolm + Lightning-Rig Crew can make a lot of treasures since Malcolm triggers whenever a Pirate does damage to an opponent and Rig does 1 damage to each opponent which creates an amount of treasures equal to the number of opponents you have. You can chain making treasures with Rig by casting Pirates.
Lightning-Rig Crew > Dire Fleet Hoarder
You don't have any instant creature or other permanent removal. Chaos Warp, Reality Shift and Terminate are all budget.
- Chaos Warp > Walk to the Plank
- Reality Shift > Mutiny
- Terminate > Renegade Tactics
Navigator's Compass and Prophetic Prism are not mana rocks; they could be replaced with actual mana rocks to ramp such as Izzet Signet and Dimir Signet. Crumbling Necropolis, Exotic Orchard, Rogue's Passage, Sunken Hollow, Shivan Reef, Grixis Panorama, Ash Barrens are some budget land upgrades to consider.
These 20 card suggestions could be added for about $15. Good luck with your deck.

Hey, you're welcome.
Something to worry about is there's 23 cards here that are 5 CMC or higher which is lot. You risk with only 31 lands and few ramp sources not being able to cast spells. The Devoted + Vizer combo is nice, but can be difficult to assemble in Commander as one ofs and you're kind of relying on the combo too much. My advice is trim the high CMC creature base for some low CMC tutors that can search for the better creatures and cut the majority of the cards that create little creature tokens for more ramp and lands.
Some cards to consider cutting:
These three are the least good cards as they don't do enough to warrant taking a card slot. Navigator's Compass is not ramp, it's only color fixing for one land, but you can get both ramp and color fixing with a two drop mana rock or better yet Faeburrow Elder. Wake the Reflections is fine since it's a one drop spell, but is not really needed because you can get repeatable populate from better sources. Could cut it for Garruk's Uprising which will have much more overall impact in a game.
These four are the least good of the creatures and they could be cut for more tutors that can search for the better creatures or other cards.
Making 1/1 creature tokens to populate is not taking enough advantage of populate. All these cards could be cut for more lands and ramp to consistently be able to cast many high CMC cards. The exceptions can be Assemble the Legion, Dragon Broodmother, March of the Multitudes and Elspeth, Sun's Champion, but these are good cards for effects that create lots of 1/1 tokens, that's better especially with Purphoros/Terror and March with Devoted + Vizer combo.
Something to think about for futures upgrades is how can you make Ghired better? Technically all you need is Ghired because he's an army in a can since he creates the 4/4 Rhino token to populate. Protecting Ghired and the Rhino is important and making it safe to attack. Attacking is what makes Ghired good therefore the more attacking you can do the better. Aurelia, the Warleader is the right idea, but you can expand on the multiple combat steps idea much more including infinite attacks.
My suggestion of Garruk's Uprising gives you another repeatable draw source by populating or creating big creature tokens other ways. More draw is area to expand on especially cards that let you draw when creatures attack or do combat damage. Included in the Ghired Commander precon are such cards you should consider adding.

Navigator's Compass is not a mana ability because it fails on 2 out of 3 criteria. Not only does it target, as you pointed out, but arguably more importantly it doesn't add mana to your mana pool.
Since it is not a mana ability you can not activate it during the casting of spells.

Question 1: is Navigator's Compass ability a mana ability? (My assumption is no, because it has a target)
Question 2: when declaring that I am casting a spell can Navigator's Compass be tapped during the pay mana cost phase of casting the spell? Question 2b: Or do I need to tap Navigator's Compass first to set the basic land type, allow the ability to resolve, and then declare the spell that I am casting, then pay the correct mana cost?
