Echoing wallisface, budget aggro lives or dies by casting 1 mana spells as fast as possible.
If you move to straight rakdos colours, you lose only Daring Saboteur and Frantic Inventory , while your mana becomes a lot more reliable.
With the land set here, I'd go so far as to run almost entirely 1 colour with splashes for higher cmc spells.
A few options; Deadeye Tracker + Grasping Scoundrel + Outcast with a focus on 1 and 2 mana black spells - Kitesail Freebooter in particular is good in a black shell with other sources of discard.
Rigging Runner + Daring Buccaneer + Fanatical Firebrand will work well with a focus on fast damage partucularly spells that deal direct damage and like creatures. I'd look at Captain Ripley Vance and the budget staple Curse of Stalked Prey alongside sources of evasion.
Blue as a primary colour has some neat options if you want to go for a more instant-speed tempo game - Siren Stormtamer , Spectral Sailor , & Brineborn Cutthroat , while opening up sideboard tricks like Crafty Cutpurse and cheap past staples like Mana Leak .
There are a few notable pirates to build combos around - Skyship Plunderer , Timestream Navigator , but they don't have a coherent theme which will make builds awkward.

How about Vicious Conquistador instead of Grasping Scoundrel since it doesn't die to 1 dmg sweepers?

Do you think there's any room for removal here? I understand it's aggro but maybe dropping Diregraf Ghoul or Grasping Scoundrel for something like Cast Down or Bleeding Edge could work.
Plus I saw your need for draw power. Some things to consider are Midnight Reaper , Blood Divination , and Ruin Raider .
I also would say 22 lands are perfect.

Hello, Wecros. I tried Grasping Scoundrel as another one-drop in this deck, but in my series of playtesting I find Rigging Runner better as a third one-drop given it has first strike (planning to put it back in the deck). As to Ruin Raider , I'm still considering its place in my deck given that I'm brewing this to become a fast aggro deck and I'm finding it to be quite a bit slow. Regarding Skewer the Critics , it's been working so far for me since my primary removal comes in the form of Cast Down , Dire Fleet Poisoner , and Ravenous Chupacabra so it doesn't really matter if it's a sorcery (I just love me some burn just in case). Thus I think Skewer works for my deck, and even if it's not instant speed, its spectacle cost appeals to me.

Have you thought about Grasping Scoundrel ? It's basically Daring Buccaneer when attacking. Ruin Raider is a must have in my opinion. Also how has Skewer the Critics been working out for you? I think I'd still prefer Lightning Strike over it because it's an instant.
Also props to you for making budget decks.

No, it won't trigger. Except for "leaves the battlefield" triggers (including "dies"), triggered abilities check conditions immediately after an event to see if they should trigger. Grasping Scoundrel is a 2/1 after you declare it as an attacker and won't trigger Cavalcade of Calamity .
This specific question happens to be covered in this week's issue of Cranial Insertion. To be totally honest, I was very unsure of the answer to this question before I read the article.

"Attacks" is shorthand for "is declared as an attacker". In the case of Grasping Scoundrel you declared a 1/1 attacking. Once it attacks it is a 2/1, but a 1/1 was declared as attacking. This means that Cavalcade of Calamity will trigger for it.
