Budget Goal: Teysa for <$20.
How to play the deck: I think New Teysa is extremely underrated. She doesn't really give you a solid direction, so as long as you have something you want to do in the Orzhov colors, she can very likely be your commander for it. She's the first commander that I ever built from the ground up, without using MTG Salvation forums, TappedOut, or any other tools other than looking through all of my Black/White/Colorless cards and Gatherer (at the time, I was unaware of magiccards.info). That deck grew to be more than 11x the budget we have here, and that deck went in a very specific direction, but this deck is very different.
What you are going to do with this deck is very simple: gain life while your opponents lose life, sacrifice tokens or recurring creatures in order to do things, and slow your opponents down. In this description I'm not going to go over everything in overly detailed discussion, but I'll give you a couple things to guide you through the deck (if you have any questions, just ask in the comments below).
Ayli, Eternal Pilgrim is your best card in this deck by a long shot. Removal and life gain wrapped up into one. Your sacrifice outlets allow you to buff up your attackers, return creatures from the graveyard, save yourself from certain creatures attacking you, or gain life.
You also have some cards that trigger off of the deaths of your sacrificed creatures. Butcher of Malakir is your budget-friendly Grave Pact in this deck. Archon of Justice takes care of of problems the EDH way -- exiling them.
Really, there's not much more to say about the deck as is. It's pretty easily explained. Be aware that effects like Tormod's Crypt and Bojuka Bog exist, as well as Angel of Jubilation. As for upgrading the deck when you expand your budget, there are tons of things you can add to enhance this deck. A few I would suggest starting off with would be: Kambal, Consul of Allocation, I really wanted to add this dude in here, but budget didn't allow. Also Merciless Eviction, Blind Obedience, and Authority of the Consuls. Just because of the way I play, I would never put in both Sanguine Bond and Exquisite Blood. I think 2-card infinite combos in causual EDH are cheap and unfun. If you're playing at FNM, sure, go ahead and get your winner's promo card and your prize packs, but at the kitchen table, nobody's impressed by those two. If I were to put one in, I'd just put in Sanguine Bond, since it's kind of already in the deck in the form of Defiant Bloodlord.
