If you're looking for cards to cut to reduce your cmc, then:
Sadistic Hypnotist -- it's a nice effect, but you can't combo this, you don't have a reanimator shell, and you're not exactly a discard-focused deck. Is too dependent on other specific cards.
I'm not super sold on Seraph of the Scales as a commander card. I've not seen it played so I may not be the best judge.
Several of your 5-6 drop enchantments and sorceries could easily be swapped. Martyr's Bond does a little bit more for you than Grave Pact , depending on if you have one of your three treasure-generating cards out, which themselves are dependent on other things in order to create any treasure tokens. Not sure if the potential synergy is worth it.
Black Market will be nice in some cases, but will otherwise result in either a) unused mana or b) a blowout if anyone points removal at it. It's too undependable a source of ramp, especially because it limits your usage of the mana to your main phase. That you don't have a reliable mana sink with which to use the mana is even less ideal. More efficient, consistent sources of ramp will work better in its slot.

Some of these cuts below are for efficiency to reign in your cmc, others because there are better cards. Are you looking to make a lifegain-matters deck or a tokens/aristocrat deck? You have a ton of lifegain sources that situationally come into play.
Consider cutting some of the permanent-based sources of card draw for things like Night's Whisper or Sign in Blood . Harvester of Souls is great, especially with Teysa on the board, but it costs 6 mana and can potentially draw you into nothing. Or it may give underwhelming returns for the amount of mana you have to pay into it.

Thanks for the suggestions! I generally stay away from the signets and I'm pretty confident with my mana base right now, but I'll definitely keep those in mind, especially Magus of the Coffers because that could go great with Torment of Hailfire .
Mimic Vat could work, but I'm not sure I'd fetch for it. I like Dawn of Hope . Field of Souls and Open the Graves I feel would miss a lot because most of my field is tokens. I like Luminarch Ascension but that would make me a target unless it was a turn two drop.
Yeah, it was the first thing I thought of when I though of treasure tokens lol. I might change the name.

I like the idea of the deck, lots of sacrifice outlets and token generation and it plays well into your commanders strength so good work there. The changes I would consider making are those to your mana base, adding three more lands and Orzhov Signet , Thran Dynamo and Gilded Lotus . I would also add Magus of the Coffers and Expedition Map to 'double up' on cabal coffers. Some value adds to consider are Mimic Vat , Dawn of Hope , Field of Souls , Luminarch Ascension and Open the Graves . The animations you have chosen make me think you should name the deck "Scrooged", keep up the good work.

Planar Void fixes the main struggle with Elenda by allowing her to die and then actually go back to the command zone instead of exile. It also gels well with a token sub theme. Speaking of which, a token deck should probably run Teysa, Orzhov Scion, Field of Souls, and Plague of Vermin along with the soul sisters to help stabilize your life while you use it as a resource otherwise. Phyrexian Reclamation is also great with Planar Void as you can return the creature to your hand in response to the trigger. Incidentally, that makes it also just another auto include with Elenda. A good wincon for Elenda might be Bitter Ordeal as such a deck should be able to make so many guys die in one turn with Grave Pact effects and huge numbers of tokens.

Just a casual suggestion, but since Teysa is a sac engine you might want to look into such cards as Spirit Bonds which allows the creation of a 1/1 white spirit for W when you play a non-token creature to fuel the sac to exile and also allows the spending 1W to sac a spirit to give a creature indestructible which could be used to protect Teysa. You could also use First Response which creates a 1/1 white solider token if you took damage the previous turn. There's also Field of Souls which creates a 1/1 white flying spirit token whenever you loose a non-token creature. Finally Anointed Procession which doubles the number of tokens you create.
