This deck is very simple.

Step one: Ramp with your countless mana rocks.

Step two: Get a haste effect into play, followed by Heartless Hidetsugu.

Step three: Bide your time waiting for a double damage effect to come up, then find a way to kill your opponents without killing yourself in the process.

Step four: Bask in your opponent's glorious, salty tears when their tribal wizard deck fails them.

Note: This commander is very customizable. As long as you have haste, double damage, lifelink, ramp and draw; the world is your oyster. I threw in a few red staples like Insurrection for good fun, but they can be easily replaced with personal preferences, as long as you leave the staple cards (What I just mentioned) in there.
