Liesa EDH with a ~$250 budget. The deck is designed for 2-4 player games where you can ideally outlast your opponents with life gain and drain, targeted and mass removal spells, card advantage, and a decent-sized, replayable commander.

Lifegain (e.g. Kambal, Consul of Allocation and Liesa's lifelink) in this deck gives you the resources to replay Liesa, counteract the draining done to yourself, and survive your opponents' damage. Mass lifegain spells (e.g. Beacon of Immortality, Revival / Revenge, Exsanguinate, Gray Merchant of Asphodel) gain larger sums of life and can combo well with Sanguine Bond-like effects (e.g. Vito, Thorn of the Dusk Rose, Vizkopa Guildmage).

Being able to continuously replay Liesa lets you apply constant pressure. Her draining effect plus her being a 5/5 flier (especially with Swiftfoot Boots, Lightning Greaves, and Blackblade Reforged) makes her game-long damage dealer.

Deal additional damage with Sanguine Bond-like effects, Wound Reflection, painful quandry.

This deck has a large amount of flexible removal (exile or destroy: permanents, nonland permanents, artifacts/enchantments, creatures, etc.) that lets it stop opponents' threats or card advantage. The latter is important, because this deck is best at draining and outlasting opponents, so removing their ability to ramp and draw is key.

Conversely, card advantage is very important to this deck to ensure that you have a constant flow of removal and damaging effects. Card advantage includes: Sign in Blood, Bolas's Citadel, Phyrexian Arena, and Mind's Eye).

Lastly, a lot of mana rocks are included because they help an Orzhov deck keeps up with the ramp of other colors. There are plenty of high-cost spells, mana dump effects, and instants you want to have ready, so large amounts of mana are rarely wasted. Later in the game, it also becomes easy to replay Liesa and play additional spells in the same turn.
