A budget Commander/EDH Izzet Spellslinging deck with a win combo:

Curiosity + Niv-Mizzet, Parun . Attach Curiosity to Niv-Mizzet, Parun , then play whatever instant or sorcery spell, and then ping all your opponents to death while drawing your entire library. Be careful for opponents with large life pools, as you may accidentally self-mill and lose. Works best with Laboratory Maniac as a backup to prevent self-mills.

Use Tamiyo's Journal to fish up the pieces you need, or draw and hope to get lucky while keeping your opponents busy with counterspells and boardwipes.
