The meat and potatoes of this is from Commanders Quarters youtube channel. I have subbed out some cards for some better ones, and to just fit my playstyle a little better.

Phenax's ability is the main focus in this deck. Giving all your creatures the ability to mill for their toughness (a 3/5 would mill five cards) is a killer ability, and is why we are running a lot of walls. We are also running the crab, Charix, the Raging Isle. This is a 0/17 that also makes our opponents removal spells cost 2 more mana. Equipping Charix with something like Lightning Greaves makes it harder for him to be a target.

Another important card in this deck is Isochron Scepter. Being able to have theoretically infinite removal (or any other instant you chose to run) is super important. I would personally choose to pair it with Dramatic Reversal, because of the utility of our Commanders ability. Tapping all of your creatures to mill out your opponents, and then untapping with Dramatic Reversal is a great win con in this deck.

Basically, this deck focuses on having high toughness creatures that utilize Phenax's ability to mill other players out.

On my maybeboard is Bruvac the Grandiloquent. I would like to include him but am not willing to pay $33 for him yet. He is a pillar of any mill deck as he quite literally doubles the effectiveness of your mill. Bruvac + Traumatize = an instant mill out. Bruvac = Charix means you are milling 34 cards each turn, resulting in a 3 turn mill out. Even less if you have a way to untap charix.
