Tempo build around Tamiyo, Inquisitive Student  .

Started working on it, had a breakdown. Ninjas.

Basic plan is that Tamiyo   guarantees you have an evasive creature to start out any game, meaning that if you have a ninjutsu creature with a ninjutsu cost of 2 or less, you can start the ninja train rolling as fast as is theoretically possible.

Unlike the other builds I have seen for this commander, we are not going to use her for her planeswalker side, instead hoarding our clue tokens and draw spells to try to protect her, or to feed other payoffs, like Ominous Seas, Tamiyo's Logbook or Lonis, Cryptozoologist.

The general plan is to set up a typical ninja value engine with cards like Ninja of the Deep Hours and Prosperous Thief, slowly whittling down opponents' life totals while you set up basic interactive creatures to hold as disruption, like Caustic Caterpillar, Haywire Mite and Siren Stormtamer. Once you have a steady enough position, our win condition is none other than Triskaidekaphile because I thought it would be funny.

As for tutors, we only run Muddle the Mixture, because nearly every combo piece and value engine lies in the 2 mana slot.
