Not the most powerful commander by any means, but the 4/8 artifact matters is very flavorful to Final Fantasy 4 where his goal is to find the light and dark crystals before the player does. Artifacts turning into surveil matters for 1) his second ability and 2) flavor, again, representing his pursuit of the crystals.

Obviously, we want a lot of artifacts. We also want artifacts matters cards. Darksteel Juggernaut Master of Etherium Broodstar are the biggest scaling creatures we can us. Dimir gives us access to the artifacts matter planeswalker in the form of Tezzeret, almost all incarnations.
