This is the most bare bones possible list for competitive Oona that I can come up with. It eschews Doomsday and Ad Nauseam storm and is all-in on the Dramatic Reversal/Isochron Scepter combo plan.

The game plan is to tutor twice before Turn 7/8 - assemble the Dramatic Reversal/Isochron Scepter combo to make infinite mana and exile your opponents libraries with Oona. Keep casting spells that draw cards or use your utility creatures to loot - eventually you will find both halves of the combo or tutors to find them.

If you can't get the combo together in time or you don't have mana rocks and/or counterspells to support it, then the backup plan is to stall by either killing all the creatures with a board-wipe, bounce bigger creatures to stop them dealing you combat damage for a few turns, or use Oona - she is a 5/5 flyer so quite a reasonable blocker, and she makes little annoying faeries which are good blockers too.
