Cool idea with good execution!

Not sure if you are 100% satisfied with your mana base, some stuff like Esper Panorama, Darkwater Catacombs, Skycloud Expanse, and Ash Barrens can help fix your mana, I always find Zur is a hassle to get out without stretching the budget. There are also somewhat worse options like Obscura Storefront, it's worse than Arcane Sanctum but not by a ton. I recently found out about Planar Atlas, but this looks like exactly what Zur needs to get out faster, but I do run Signets and Signet Lands, so I have more use for colourless arguably. If you're using a Sun Titan, any lands that fetch something before going to the Graveyard become pretty strong in my experience, but Myriad Landscape is hilarious if you can recur it.

Not sure if it's outside your budget, but Mirrormade is the cheapest Copy Enchantment I know of that Zur can fetch, and it can also copy an artifact, so if there is a ramp rock out Zur can find mana. Another way Zur can ramp you is The Restoration of Eiganjo  Flip, which also turns into a creature. Dance of Many is a pretty interesting option if someone has a really big body out against you, not sure if you face many Blightsteels.

If you like to run Rule of Law effects in Zur, you might enjoy using a little Moderation to fuel you, it's a nice cheap card. If you can draw enough cards, Stronghold Machinist and/or Stronghold Biologist are pretty interesting cards. Obviously better with Necropotence though.

If you have Vanishing on Zur, you can fetch Out of Time to wipe the board in a shockingly thorough manner, if the board is full nothing is coming back. Obviously better if you can copy it before it goes away, but Copy Enchantment and Estrid's Invocation are both pretty pricey, and there are few things as good as copying All That Glitters. Another weird thing you could do is combine Spy Kit with Cornered Market, nobody can play creatures, if you have Zur out then you should be set.

If Propaganda or Ghostly Prison are too pricey, War Tax can be an interesting alternative, it's especially useful in a Rule of Law deck where you can't play multiple Sorcery speed spells, this lets you use spare mana to hassle whomever you want, it's non-targeted and scales with the game.

I always wonder if non-cEDH Zur decks should consider running Honden of Seeing Winds and Sanctum of Calm Waters to draw cards, Zur can find you a few other Shrines if you ever draw into a Draw engine, none better than Sanctum of Stone Fangs. I guess you'd have to decide how much work 2-3 cards per turn is worth, at least once it's set up it doesn't use more resources.

Nice list. I was going to suggest Stasis but was pleased to see that it was already there.

I saw that you've omitted some of the Sanctums. The red Sanctum is garbage, but the others are definitely worth including. Sanctum of Calm Waters in my opinion is better than Honden of Seeing Winds, because it costs 1 less, and is a "may" rather than "must" effect, which sometimes matters. I do recognize that that's a matter of personal preference. However, Sanctum of Fruitful Harvest can replace any rock or dork (and eventually supplies all the mana you'll ever need, which is important if you choose not to go infinite), and Sanctum of Tranquil Light is way more brutal than it may seem (especially for a Stax build).

Finally, Zur the Enchanter fetches a lot of the Shrines, as well as a lot of your other enchantments, and should be considered as well.

Some good enchantment-based card draw to note:

Kumena's Awakening - this would be an excellent choice on a budget. You should always have The City's Blessing. My favorite "not-Rhystic-Study" replacements.

Dire Undercurrents - amazing card but expensive. If I were you I would make this one of your first upgrades. Seems perfect.

Arguel's Blood Fast  Flip and Greed and Erebos, God of the Dead - Alela's lifelink would help pay

Erebos, Bleak-Hearted is playable in this deck.

Dark Prophecy - the power is there, but might be difficult early.

Military Intelligence should be reliable. Great for two mana

Curse of Verbosity - I think it's kind of underrated. Should be good with your flyers and might take some heat off you. It's no Rhystic Study.

Monastery Siege - it's basically drawing half a card per turn for three mana, but can protect your creatures if it's that part of the game. It's all right

Phyrexian Arena - one of the best, but the price tag may not be worth it in this deck since you're running blue and can easily take advantage of flying creatures

Court of Ambition - it should be easy to get The Monarch whenever you want with your flyers

Marchesa's Decree is all right. Probably better in other decks

Sanctum of Calm Waters and Honden of Seeing Winds

Soul Ransom - might be fun to recur.

Teferi's Ageless Insight - might be good, better in decks where the commander draws cards. The power is there though.

Coastal Piracy

Kindred Discovery - ridiculous power with a ridiculous price tag to match. It's not a "may" ability so you can easily deck yourself. Isn't that winning though?

Patient Rebuilding - statistically draws one card a turn. Potentially high ceiling, can also whiff. Better for decks with graveyard synergies. Animate Dead and Necromancy are excellent, and Dance of the Dead is playable.

StuPickles on M21 Shrines and other "Shrines"

Hi there, was looking into building a 5 color shrine deck seeing how there are technically 11 in total now. Honden of Cleansing Fire Honden of Infinite Rage, Honden of Life's Web, Honden of Night's Reach, Honden of Seeing Winds. as well as the new ones from M21 Sanctum of All Sanctum of Calm Waters Sanctum of Fruitful Harvest Sanctum of Shattered Heights Sanctum of Stone Fangs Sanctum of Tranquil Light

Now I pretty much know the answer to this question will be No, but im hopeful regardless because shenanigans. Do cards like Shrine of Boundless Growth Shrine of Piercing Vision Shrine of Limitless Power Shrine of Loyal Legions Shrine of Burning Rage count towards the number of shrines you control? Technically they are shrines and in the enchantments text, looking for "Shrines you control" doesnt specifically state whether it needs to be an enchantment or artifact, only that it is a shrine. I know this is a stretch but are there any other instances of cards that have a similar or relatable technical problem like this that it can be compared to?

The 3-ofs is awkward. You should think more about the progression of the first 4 or so turns. What cards do you want to see every time? What cards do you just want to be in the deck to fetch with the 5-c Shrine or find with Calix?

My guess is that you should go up on the following cards to 4x:

Setessan Champion
Sanctum of Fruitful Harvest
Sanctum of Calm Waters
Destiny Spinner

And down on the following cards to 1-2x:
Sanctum of Stone Fangs
Sanctum of Tranquil Light
Starlit Mantle

I also don't think the Triomes are the best manabase. Unless you're planning already for the Shocklands to rotate, you'll want some combination of those and the Triomes/Temples. I doubt you can or should fit Radiant Fountain.

In sum, I think you're approaching this as an even "5c throw in everything" build, but even 5 color decks should have a primary plan and then a 5c finish. I suspect this should be primarily a Bant Enchantments shell that can splash for the RB shrines and the 5c shrine. Because of that and the synergy with Calix and Champion, I'd also recommend swapping Eat to Extinction for Banishing Light.

I hope I've given good reasoning, but looking forward to what you do regardless!
