My personal gripe with Capture Sphere is that it's too much mana for the effect. If you expect to be able to swing at people, there is Fall from Favor that has seen some play, 3 mana is closer to what you want to pay to remove a serious problem creature (and Monarch can mean lots of extra cards), though Blue has stuff like Pongify, Curse of the Swine and Reality Shift, as well as Ravenform and Resculpt that can also exile an artifact. Another issue Capture Sphere has it that it doesn't remove the creature from the field, so any abilities that just require the creature to exist will still work, which can be a real problem. The final issue is as you note, if you can deal with an enchantment the effect can be removed, in contrast with a Pongify. I think it's a better card for a sideboard, where you bring it in for games 2 or 3 in the games where it'll matter, to avoid having it clog up your hand when it doesn't.

I used to use Slow Motion a fair bit, and while it has very good matchups, it also has lots of them where the opponent doesn't care about 2 mana and can just kill you with the creature your aura didn't kill, and that is a card that the opponent can't deal with as easily, it still doesn't consistently enough matter, or doesn't immediately get the creature off the field. In my Delver deck, which is a bit higher budget but not a lot, I run Counterspell and Psionic Blast to deal with stuff/close out games a smidge quicker, both are instant, both use less than 4 mana and Psionic Blast is almost never a dead card, since I can just bolt my opponent.

Some good enchantment-based card draw to note:

Kumena's Awakening - this would be an excellent choice on a budget. You should always have The City's Blessing. My favorite "not-Rhystic-Study" replacements.

Dire Undercurrents - amazing card but expensive. If I were you I would make this one of your first upgrades. Seems perfect.

Arguel's Blood Fast  Flip and Greed and Erebos, God of the Dead - Alela's lifelink would help pay

Erebos, Bleak-Hearted is playable in this deck.

Dark Prophecy - the power is there, but might be difficult early.

Military Intelligence should be reliable. Great for two mana

Staggering Insight

Curse of Verbosity - I think it's kind of underrated. Should be good with your flyers and might take some heat off you. It's no Rhystic Study.

Insight - huuuge upside, potentially useless. I love it though!

Monastery Siege - it's basically drawing half a card per turn for three mana, but can protect your creatures if it's that part of the game. It's all right

Verity Circle - Huge upside, potentially useless

Phyrexian Arena - one of the best, but the price tag may not be worth it in this deck since you're running blue and can easily take advantage of flying creatures

Court of Ambition - it should be easy to get The Monarch whenever you want with your flyers

Marchesa's Decree is all right. Probably better in other decks

Sanctum of Calm Waters and Honden of Seeing Winds

Soul Ransom - might be fun to recur.

Teferi's Ageless Insight - might be good, better in decks where the commander draws cards. The power is there though.

Coastal Piracy

Kindred Discovery - ridiculous power with a ridiculous price tag to match. It's not a "may" ability so you can easily deck yourself. Isn't that winning though?

Patient Rebuilding - statistically draws one card a turn. Potentially high ceiling, can also whiff. Better for decks with graveyard synergies. Animate Dead and Necromancy are excellent, and Dance of the Dead is playable.

Thanks for the reply. I'm confused though. There is quite a bit of card draw and tutoring in the deck. Granted, this is an older build that hasn't underwent any changes since Commander Legends. This was a contest deck built solely for that purpose with what I believed to be at the time the best cards for this deck in specific.

When you note, "I don't see a lot of draw in this". I'm wondering if you really looked the deck over. I noted in early playtesting that it was lacking draw so I added as much as I could without concentrating solely on drawing cards. Examples below.

And on top of these, Flicker effects can blink Archaeomancer or Mnemonic Wall to get you back your Ghostly Flicker plus an Anticipate, Impulse, Ponder, Preordain etc over and over.

So I mean, There's plenty of draw and pseudo "draw" with transmute and tutor effects. There have been some other cards printed since that should probably be reviewed but I didn't intend on this being a deck I would really spend a lot of my time on. It was built primarily to showcase partner commanders. Especially those being newly released.

I'd be more than happy to hear out any changes that you think should be made. As far as I can tell the best pauper draw spells that are in this deck's color pie are already included in the deck. (Providing they were available for use when CMDR Legends was released).

I like the idea! Here are my suggestions:

4x Springleaf Drum > 4x Stonybrook Banneret : It seems your curve is mostly 2 drops. This change will smooth out your curve. Plus, the Drum synergizes with Judge of Currents .

2x Judge of Currents + 2x Renegade Freighter > 4x Wavecrash Triton : The only cards I see that synergize with Triton are Vapor Snag and Fall from Favor . Prooobably not what you want to be doing. These two replacements will offer you a wincon, as well as the full tappy package.
