The Idea This deck is the Penalty Deck. If a playgroup determines that one of their members has been particularly douchey in a game (color-screwing a new player, taking infinite turns with no plan to win, gratuitous MLD, or just anything that pisses off your group in particular) they can assign the douchey player to play with the Penalty Deck. Obviously all players would have to agree to this arrangement ahead of time, and be good sports about it, and never use it out of meanness.

The Deck The Penalty deck would be a reverse permission deck. The backbone of the deck would be Rhystic spells and similar spells-- spells/creatures that require an opponent to help out, or give every opponent the opportunity to stop the spell, or give every player the ability to use the spell. Essentially, it will be a deck where the player has a to spend a game getting every other player's OK before they can make their moves. It will probably never win. If this player manages to win, though, that will be an epic night.

Design Basics The Prophecy/Nemesis/Invasion/Planeshift sets will fill out much of the deck's spell potential, allowing the player to have cards spells that function only with unanimous consent from the group.
