Goblin Storm, Why Ib?
Because He Isn't Krenko.
I'll start by saying my Goblin deck started as a fairly standard infinite combo Krenko, Mob Boss deck. It was fun to play but I didn't enjoy the hate that Krenko receives. Reluctantly I ended up just shelving The Mob Boss for a while until a friend of mine suggested Ib Halfheart, Goblin Tactician. When I first started building it I wanted to make it without any infinite combos as those are usually the main reason Krenko gets so much hate.
I've always wanted to make a unique goblin deck for myself and eventually discovered, in testing the early versions of this deck, how truly fantastic his second ability is. Now, sacrificing all your lands to make a bunch of 1/1s doesn't seem like a good idea, and I agree. It's an awful idea, it leaves you super vulnerable, and can really bite you in the ass. It is, however, an excellent way to start your storm.

The Calm Before.
Mountains are Goblins.
Your combo starts with mountains, try not to miss any land drops. Sword of the Animist is your best friend early game and Sensei's Divining Top is a storm enabler as well as a fantastic card for making sure you hit your lands.
Having some goblins out pre-storm helps a lot too Legion Warboss, Beetleback Chief, and Siege-Gang Commander are great for this but the deck is full of efficient goblin makers. Use them if you feel safe from board wipes.
Try to not drop Ib until you're close to storming off. While he usually isn't a huge target, it's better to not risk it, the cheaper he is to play, the better.
The Storm.
It's Raining Goblins, Hallelujah!
Your goal, like most storm decks, is to win in a single explosive turn. This is usually started by floating your mana and sacrificing your lands to Ib to make some goblins. There is, however, a couple more requirements to storm properly.
Storming requires two things:
A mana maker,
Skirk Prospector, Mana Echoes, Dockside Extortionist, Treasonous Ogre, Phyrexian Altar, or an Ashnod's Altar.
Some form of mass card draw, like Skullclamp, Slate of Ancestry; or some form of deck manipulation Dark-Dweller Oracle, Sensei's Divining Top (Experimental Frenzy with either of these cards is really good as well).
The more of these two things you have, the better.
Once you start make sure to keep track of your storm count. You're looking to use your mana, draw effects, and deck manipulation to find Brightstone Ritual, Battle Hymn, Empty the Warrens, Goblin Offensive, and Kindred Charge. Aim to cast these multiple times through Underworld Breach & Past in Flames. If you have any of these, before-hand, you're off to the races. Also, don't worry about losing your combo pieces to discard or wheels, Past in Flames and Underworld Breach can work with this.
Mana Echoes is HANDS DOWN the best card in the deck for enabling you to storm off and get really stupid. Just read the card and think about it.
Example:
Ib & Mana Echoes on board say you have 6 mountains. Sacrifice all 6, float 6 red, 2 goblins see 3, 2 see 5, and 2 see 7. That's a whopping 30 colorless mana for doing next to nothing.
If you have Mana Echoes, it's pretty much over.
How to Win.
Goblorok? Goblipocalypse? Gobligeddon?
Charge!
The win conditions in this deck, besides storming off, are fairly standard for a goblin deck.
Purphoros, God of the Forge, or Impact Tremors can win indirectly before you've even finished your combo.
Outpost Siege (Dragons) wins as soon as you hit roughly 120 goblins and have a sacrifice outlet.
Combat post-storm once you have enough goblins to drop a haste enabler and swing.
Blasphemous Act + Repercussion can also win as long as your opponents have at least 4 creatures you can order the stack so you die last.
Additional Card Notes.
Outpost Siege (Khans) Can be used, in a pinch, as a worse Phyrexian Arena.
Reverberate can be used as a counter-counterspell.
Myriad Landscape isn't usually considered an amazing card, in this deck though it's 2 more goblins.
Surveyor's Scope refunds itself once you've sacrificed your lands AND gives you at least another 2 goblins.
Kindred Charge Triggers ETB effects (as it makes a copy of each creature), don't miss your Dockside Extortionist trigger.
Muxus, Goblin Grandee while not a very strong card in this deck is just fun when combined with Goblin Recruiter and can help set up.
Final Fortune because sometimes 1 turn isn't enough.
Treasure Nabber isn't good but how could you not love Dumbo Goblin?
Goblin Chirurgeon can be used to regenerate other player's creatures.
The "Considering" section is upgrades and other cards that can work to help you storm, filter, interact, or ramp better. I don't run these for a couple of reasons. Some as just personal excludes because because I wanted more play options. This, unfortunately, makes the deck less focused. Some are prohibitively expensive (for most players) and I like my decks to be playable by almost everyone.

Final Thoughts.
As the deck stands now it has no truly infinite combos but can get pretty stupid. The most I've ever managed to make in a single turn is roughly 200,000 mana and 40,000 goblins (before getting a haste enabler). With the right cards and a little luck, I've won as early as turn 4 (this was with Dockside Extortionist).
