Congrats on winning the challenge! I think Haktos makes a lot of sense to represent Superman.
I had an idea for kryptonite that could always kill Superman/Haktos: X-spells. Their CMC on the stack is determined based on X, so you could pay different amount to kill Haktos no matter what number is chosen. One comic features a ray of red kryptonite, so I thought Heat Ray would be the X-spell that makes the most sense.

This is an anime I really wished I could actually watch long ago. Never again. Yuu-san is pretty much correct on this whole reality. I would've chose another quote for this, & should've, but I'll save it for Post-Throne of Eldraine release. After all, I'm mediocre compared to so many. Naya. There is only one rule. Carry even a Godsire killing weapon, & Naya kills you worse. these colors hate Equipment, even if it's a Wolf Mount. As Tana, the Bloodsower & Bruse Tarl, Boorish Herder are partners at this idea, they WILL go Anti-Meta against the Naturally Appropriate. Epuipment is the prime part of this deck, though it somehow added the idea of Sap-Swarm in unintentionally. Though I still want this to be a full-fledged Equip-Matters Voltron deck as a whole. Though the Sap-Saccing might actually be useful...

Pick on Mono- Burn as much as you wish. I want this deck to go on one speed; SoL (We got Heat Ray , which is a literal Laser, & Some card in MTG History that is Firearm Based, & isn't Australia and New Zealand based (PORTAL crap.)) This deck has only one option: Genocidal Burn. Using powerful Burn spells as well as powerful Copy Spells; & Mana Doublers among other things, to burn any to a crisp. Each Point of Damage even makes more mana for it's Commander: Neheb, the Eternal . A legitimate beast of a soldier, the more Burn you deal, the more mana you get to use even more. The only restriction I have for this deck is that I want it to break a Status Quo, superior deck archetypes pushed to a limit beyond theirs. Using cards that help w/ Sources, & even try & find some Draw-Go that was forced out of the deck. Any ideas for this is great. But I'd also like some other ideas for other Burn ideas. But just imagine a Minotaur burning you for blood sport. I wish you luck for what this deck needs; if Rummaging won't help, how about Artifact Draw? :)

ONE WORD: Triskaidekaphobia . This deck needs one thing; 13 cards cut to the legitimate 100 card standard. If is correct about the Competitive Meter; stated that even at 100% Competitive is actually very weak, & that this is 79% Casual being a monster to deal with; something seems off with this notion; & it's not that I'm failing But even the senior staff doesn't seem to want to address this issue; but what does More Casual, More Competitive, & Feedback each suppose to do? Nobody answered this question ever since the first time I asked. But I digress. All this deck needs is 13 cards to cut. & an audience for what is still going wrong w/ the Meter. But I'm also going for Chainer, Nightmare Adept if nobody wants to help Ol' Xantcha. But if so, HOW to restrict access from Exile? After that, Triskaidekaphobia will die. Good Luck. ^_^

Even the Unknown needs help as well. Focusing on the Morph cards, as well as Morph abilities like Megamorph & Manifest (Are Manifest Morph Abilities?), this deck is made to make discounts as Morph Sides for free, & easily draw-go's like mad. W/ a lot of awesome Morphs in there, & support for the CMDR & the Morphs as well, even stuff like Krosan Grip can be countered for reason I forgot. (Really. I actually forgot. :/) Such H4X are literally at your potential; turning over Morphs for free, discounts to make Morph Cards cast , & is a beast of a deck when your opponents can't look underneath either. Such mercy from your opponents... But what would you keep to cut? What would you cut in general? What would you replace? How would you make this concept of a TRUE Morph CMDR Deck any better?

No friggen thanks.), & has her, & the Coalition to Systematically kill all MTG Staff for rejecting Firearms in MTG. (Uh, make a Spaghetti Western themed Plane of Existence already?! You have Red Dead Redemption 1 & 2, Clint Eastwood's works, Use a damn .357 Magnum in your stuff already!)
Yep, Pirate Tribal, but I'd like some improvements where Ol' Salty Brass was inept at achieving since the Ixalan Block; Even now. It seems when this is used, Pirates seem to benefit from Sheer Aggro; & can benefit from Explore effects, & Treasures. Revel in Riches is one wincon here, but this deck has several in mind, & has several H4X'd cards that can do stuff like Time Control Timestream Navigator , Pox Effects Dire Fleet Ravager , even the idea of Aggro meets Ramp makes me think; (WHAT THE HELL HAS EVERYONE HAVE AGAINST PIRATES!?) Raid & Explore Effects are great here, but the individual abilities of Pirates are where they shine.
Q&A: Why did you have to do a follow-up to something already existing?
Outside of "ADAM RUINS MTG", Yarok, Pashalik Mons Goblin Tribal, & a CMDR in Jeskai Colors that needs to be as close as Jeleva, Nephalia's Scourge , Nobody wanted not to feign interest of this in the slightest; but I dunno why. Was I referencing crap again?
I included all 5 decks in hopes somebody knows MTG Slang, & sees what a Hotseat even is. Then start from there work on the next when able. Goal? To get all these decks reformed so I can get to my next two projects before I work on an "ADAM RUINS EVERYTHING" themed Vorthos/Melvin Deck based on actual problems w/ MTG as a whole. So why not call that deck "ADAM RUINS MTG". The question now is, What colors would fit Ol' Adam Conover? I-I dunno. I use 5 color as a base, & work my way there.
Also, a cEDH Boros Deck is still in the works, & I'd rather I have an actual Boros Player in the subformat help me out on that; Such people I was w/ before I doubt they were actual cEDH Players, but I'll work on the deck later on; eventually of course. I do have a list of stuff I could use though, but I want to try & finish some combos before going to make a list; Some cards though includes:
Eldrazi Displacer (Flickers CMC <=3 creatures for many kinds of Wincons)
Sun Titan (Can be Displaced Lecht & Rink to recur so much.)
Hellkite Tyrant (What? CMDR 2019 gave us a Pirate w/ huge Treasure Support!)

And clarification on X: X=0 in all zones except the stack itself.
If you copy a spell with X in its cost while it's on the stack, X will be whatever value was set for it at casting (so a Heat Ray with X=5, as mentioned, will have X=5 on the stack).
In all other zones, though, that X is 0, so if you're copying the card from someone's graveyard or hand, it's 0. From exile, it's 0 (so don't put it on an Isochron Scepter ). Mistcutter Hydra on the battlefield has a CMC of 1 because X=0, no matter how many counters are currently on it.

2) Spells don't exist anywhere but the stack, so this question doesn't really make sense. If you're asking what happens if you Clone a Mistcutter Hydra , for example, the Clone will not get the +1/+1 counters that are on the Hydra.
3) You cannot pay additional costs of copied spells, so you will not gain any kicker or multikicker bonuses on the copy, regardless of whether or not you kicked the original
4) No, because copies are not cast.

This is a big change to the deck, but I like the idea of switching the deck to be more focused on repeatable sources of mill, namely Sphinx's Tutelage, Jace's Erasure, and Consuming Aberration. With this change, cantrips like Ponder, Preordain, and Brainstorm would be more powerful for their low cmc, allowing you to cast lots of spells in a turn, cycling through your deck and milling people out quickly. Your current game plan of pairing utility creatures with mill seems a bit weak, since the ingest plan is very slow, as are Stern Mentor and Vedalken Entrancer.
Whether you stick to your current game plan or decide to switch it up, there are some cards that I believe feel out of place. The x-costing damage-based removal spells (Heat Ray and Fanning the Flames) are incredibly slow, especially with how little ramp in your list. Thunderous Wrath is another very low-impact card I see here.
I believe your removal package is very strong already, you just need to add more instant/sorcery-based draw/cycle, which synergizes with Kess for lots of draw power. I mentioned the cantrips earlier, another great option is Impulse, while Fact or Fiction is an incredibly powerful draw spell that also fills your graveyard with spells to flashback. Forbidden Alchemy is another great spell that cantrips while filling your yard, and has flashback in case you don't have access to Kess. Mind Grind is a great mill finisher, and can be reused with Kess for incredible amounts of mill.
I would suggest adding a little more ramp to your list as well. Izzet Signet, Dimir Signet, and Rakdos Signet are some of the best mana rocks, and I try to fit signets into every multicolored deck I play.
Finally, there's a very powerful combo you can run in mill decks that I think would fit in well here with Kess's ability to recur instants/sorceries. Using a counterspell that puts the countered spell on the bottom of its owner's library (Hinder or Spell Crumple), then casting Tunnel Vision naming the countered card, you can mill a player out completely.

Removed the following : Fool's Demise, Sky Diamond, Whims of the Fates, Jace's Phantasm, Nivix Cyclops, Firemind's Foresight, Shivan Meteor, Cone of Flame, Convolute, Heat Ray, Turn to Frog, Quicken, Augur of Bolas, and Nivix Guildmage. This made room to add the following changes : Aeon Chronicler, Clockspinning, Decree of Annihilation, Fury Charm, Gilded Lotus, Jhoira's Timebug, Lightning Greaves, Obliterate, Omniscience, Paradox Haze, Rift Elemental, Sol Ring, Swiftfoot Boots, and Timecrafting. Hopefully these changes make things a little more synergystic.

Ok, thats a nice solid start and a strong idea. Modern is a turn 4 format- usually non-casual games are decided by turn four in one players favour, so most cards are at the 1-2 cmc, with key cards castable turn three. I love the idea of a kor firewalker/dash setup, it has a lot of potential, especially running a lot of removal. So lets start by looking at cards, costs and interactions and alternative multiple copies. Basically, the deck as you described it should run two sets of cards- things to enter the battlefield or benefit from entering the battlefield, or things that remove your opponents threats so you can grind out a win.
Removal- Fumigate, Flame Slash, Lightning Bolt, Stasis Snare all fantastic, with this setup Blessed Alliance, Celestial Flare, Immolating Glare are all options, with Leave No Trace, Radiant Purge, Disenchant, Urgent Exorcism and Valorous Stance, with the traditional red Smash to Smithereens and the like.
Engine- Kor Firewalker ( dragon claw ? it dodges boardwipes) Ajani's Pridemate , Screamreach Brawler, Mardu Scout, (Foundry Street Denizen, Dragon Fodder, Mogg War Marshal (possibly a single Cathars' Crusade), Spirit Bonds, Impact Tremors, Mantle of Leadership!!, Pandemonium, Soul Warden/Soul's Attendant, Countless Gears Renegade, Banisher Priest, Blade Splicer, Cloudform etc
Things I'd cut - Shivan Dragon(classic, but reducing the mana costs of the deck mean stuff hits the battlefield faster and you can run less lands) Resolute Blademaster Cinder Hellion Belligerent Whiptail too slow to cast when you need them, need you to already be winning to work. Fireball Heat Ray Armored Ascension Lust for War- slow and don't suit your gameplan of bouncing creatures for effect.
Interesting cards to consider- Legion's Initiative, damage, can protect your creatures by bouncing them, You could consider looking at the white Cloudform flicker archetype, soul sisters Soul Warden decks and RDW, which with key cards being reprinted may provide some good options. There is probably a card that has exactly the effect you want or need if you look for it, so its more about imagining what you want to be doing, and checking it can be done efficiently enough to work.
The key part of it all is sideboard- this is how budget decks thrive in the modern envoronment. Cards to specifically mess with opponents, Disenchant key artifacts, Deflecting Palm a big creature into an opponents face, Combust key creatures in control decks. Its all there with the weird, optional, situation specific cards. Test your deck, see what works and what doesn't before commiting, then go out and play, because your playgroup and metagame will not condform to whatever is out here in the world, and what is best might not be fun to pilot, and thats the whole point of playing. Don't be scared of playing on a tiny budget, there are a lot of cards that have fallen out of vogue and have low prices not because of how good they are but because they are unpopular eg.Nevermore. You can absolutely win most games by piloting well, even against the best decks and players with planning and a little luck.
