This original list came from the Commander's Quarters per the Youtube video below.

The gameplan is to cycle early and often to get a bunch of creatures in your graveyard. The deck only contains 30 lands, but that's plenty given most of the cards cycle for two or less generic mana, including many that search for lands when they cycle such as Oliphaunt, Eagles of the North, Slavering Branchsnapper, and Lunar Hatchling. In fact, there is a good chance you will end up with more lands in hand than you can play, so don't shy away from cycling away excess lands such as Sheltered Thicket and Lonely Sandbar.

Once you have enough creatures in your graveyard, it's time to enact the main win condition by using the "cascade" ability on your commander, Codie, Vociferous Codex. Simply play a one-drop spell like Opt or Preordain. Then as long as you didn't draw it beforehand, you will always find and be able to play for free the deck's namesake card, Living End, putting all the creatures from your graveyard to the battlefield. If you are able to combine this with Burst of Speed, you can attack with your fresh army right away. Similarly, if you are able to trigger Codie with Quicken, then you can cast Living End as though it had flash on the end step before your turn, meaning you can attack right away without giving your opponents a turn cycle to respond.

If you do happen to draw Living End, you can use cards like Brainstorm, Fire Prophecy, Dream Cache, or See Beyond to get it back in your library before setting up a Codie activation. Or if your first attempt is thwarted and you find yourself with Living End in your graveyard, you can return it to your library with cards such as Dwell on the Past, Serene Remembrance, or Stream of Thought.

The deck also contains some powerful cards that synergize so well with cycling they are instantly some of the best cards in the deck: Fluctuator, Archfiend of Ifnir, and Astral Drift. Remember that you can cycle at instant speed. So, as long as you have Astral Drift in play, you can flicker away any attacking creatures that come your way. Just the threat of activation is likely enough to keep most creatures at bay, giving you more time to set up your big turn with Living End.

I am a casual, budget player and my goal is to always keep my commander decks within $100 or close to it. Any suggestions to improve the deck while still keeping it within budget are appreciated!
