More cuts, you say?
I'm not wildly keen on the amount of point-removal you're currently running. It's a little meta-dependent, but you're already running 7 vampires that can deal with opposing creatures, making the 10 instants and sorceries feel a bit extra. I would keep the vampires, and then run only the strongest/most flavorful of the other 10. Keep New Blood, Anguished Unmaking, Utter End, and Urge to Feed; cut Terminate, Swords to Plowshares, Mortify, Feast of Blood, Crackling Doom, and Victim of Night. I'd also advocate adding in Vindicate. Really none of the current instants you run are bad per se (I mean, Swords to Plowshares is the best removal spell printed in Magic), but in the interest of making meaningful space, this is where I'd start. Hell, if you really think you need more spot-shot, you could add Vish Kal, Blood Arbiter, though I don't care for his services. Vein Drinker is a solid option, however.
You could still trim a Sorin, though he is pretty nifty. Solemn Visitor is my least favorite.
Blind Obedience and Stensia Masquerade are somewhat unneeded. The Masquerade does improve some if you add in Rix Maadi, Dungeon Palace (actually, I recommend running Rix Maadi regardless). The Dungeon Palace also enables you to trim Call the Bloodline if you wish.
You aren't running Cabal Coffers, Nykthos, Shrine to Nyx, or Black Market, so you only have Nirkana Revenant and Crypt of Agadeem to power up Exsanguinate. I think I'd cut it for a more impactful card.
On the topic of Nirkana Revenant, run more swamps! Yes, they're expensive, but you're going to have to track down two original duals (Scrubland and Badlands) and black fetches to make 3-color-Revenant functional. On the plus side, this would also enable Cabal Coffers, and the fetches synergize with Nocturnus. Bloodhusk Ritualist and Gatekeeper of Malakir will thank you likewise. Canyon Slough and Smoldering Marsh should at least replace some basic mountains.
Look at your color costs: You have only 10 red symbols, and 13 white. You don't need to run R/W dual lands (Sacred Foundry et al). You can get by with just black/x lands.
Blood Artist/Falkenrath Noble are better in Olivia Voldaren than Edgar. With Olivia, you want more sac-outlets to ditch borrowed creatures in the event of Olivia's downfall, so the drain effects are a little more consistently powerful. With Edgar at the helm, I think you'd want to add in Grave Pact and Dictate of Erebos to augment Butcher of Malakir and sacrifice effects such as Viscera Seer and Indulgent Aristocrat. Without all that, they just aren't reliable enough.
I strongly dislike Mathas, Fiend Seeker. Political play and Group Hug be damned- I want my opponents to suffer alongside me, not get free goodies.... bunch of filthy, free-loading, commie-hippies....
Herald’s Horn doesn't excite me unless you're at 50%+ creatures of the chosen tribe, which is a tall order for most tribes.
Teferi's Protection is sick, but Edgar puts out a lot of tokens, which feel bad with phasing. Not that it's a bad inclusion, but Angel's Grace might be more what you want if you really think you need a Ace of Saves (unlikely). Or if you're after the board protection, Boros Charm could be considered, though it won't help with Merciless Eviction and tuck sweeps.

I figure that most lists for vampire decks already run efficient removal as well as reanimation effects. Mono black vampries in particular will have these effects in abundance, but that comes at the cost of the more hefty and aggressive mono red or red/x vampires.
As vampires stand, with only the 2 versions of Olivia for rakdos vampire decks to lead them, I figure both of those play rather differently. The original olivia being ramp centric to abuse her ability, and the newer one being the truly aggressive vampires. After these only Garza Zol, Plague Queen has any possibility of legit tribal support for vampires (just from her versatility and blue for card draw), with he Dimir one easily dismissed and Vish Kal, Blood Arbiter maybe being able to play the aristocrat style of vampires?
Because of this last one, white isn't so much being added to the vampire line up as much as being partnered with the other 2 main colors and officially making mardu the colors for vampire tribal as endorsed by Wotc (lord that sounds so bad). In this case, any current Olivia decks would be gaining the one effect the never had, which is enchantment hate, and Vish Kal decks in turn would gain the aggro support and burn of red to go along with their likely reanimator/aristocrat build. Mono black builds have enough variety of their own to not really change commander choice and just take the generic support C17 brought.
Truth be told, the vampire legends themselves are what change how vampires play, because efficient powerful token based vampires didn't exist before Edgar, and while a life gain strategy has been around I would argue that Licia brings a strong voltron strategy. Marthas sadly fills a role too similar to Queen Marchesa in my mind unless, given his story background, you want to make some kind of freaky anti-vampire deck with him at the helm.
So, summing all of that up, I'd say white adds the "go wide" strategy, equipment support, and enchantment removal.

So aside from a few vampires, Sorin (v2.0, 3.0, and 4.0), adds a major life gain aspect to the deck as well as tokens. Although cheap, Test of Endurance or Felidar Sovereign become possible wincons. Though if lifegain was what you were wanting you really wouldn't need the addition of .

"Absolute garbage deck with little to no chance of winning" - well not with that attitude! I kid, but in all seriousness, it sounds like you're having a tough time with your deck. I guess it'd be safe to assume you ha ve no reliable wincons. So, we have two options here - you switch commanders, or try and figure out something what can enable you to win. I'll give you my thoughts on each option:
Switching commanders: So, you have a commander that's an angel. To my surprise, she's the only WB angel there is. Go figure. So every other option is non-angel...but you do have some very interesting choices.
Mind you, I didn't list all of the cards because IMO, these are probably the more popular choices and the most expensive (sorry!). The idea behind choosing a commander is choosing a creature that speaks to you. Something you like about the way they play, what they embody stuff like that. If you have any thoughts regarding any of the previously mentioned cards, let me know and we can try to build a deck that's more centered around it.
Figure out something - so if we stick with Selenia, Dark Angel as our commander I think the most reliable way to get her to win is to voltron her up. Basically, we'd just rely mostly on just her winning us the game. So we would use cards like:
Just to name a few. The idea would be that your commander would be so well equipped that she'd be nigh impossible to deal with for hte rest of the table. Additionally, you'd have to have a means of protecting yourself. Cards like:
- Ghostly Prison
- Angelic Arbiter
- Privileged Position
- Engineered Plague
- Hissing Miasma
- Ensnaring Bridge
- No Mercy
Just to name a few. But the idea is that you build up a defense while your opponents have to deal with your commander who will stand vigil in front of the wall you build. As you constantly equip and build her up, she becomes a legitmate threat on the board. Of course, there are other creatures that are better suited to this strategy, but given what she has this is the best I can come up with. I'm sure there are smarter people out there that would have better ideas though. Don't give up!

I'd also throw in Grand Abolisher to stop people from countering your plays on your turn. There is a ton of blue in my meta and I would want to be able to stop it in its tracks.
What ramp are you running? Orzhov is always slow to get going and Vish Kal, Blood Arbiter is super costly.
Otherwise, great job. I used to play a Vish Kal deck, and this list inspires me to build one again. Thanks for that.

I'd also suggest swapping Mortify and Putrefy for Beast Within and Anguished Unmaking, Utter End, or Vindicate. Just generally better removal spells. Maybe Sylvan Reclamation or Return to Dust if you need a lot of enchantment/artifact removal.
