At the time of this deck's creation, it was $99.45 USD from TCG player, made for the budget of $100.

Honestly not sure why this commander isn't more popular, he's incredibly powerful AND aggressive, has a myriad of ways to put away the duel and a lot of good counterspells to back it up. As far as mono-blue artifact commanders go, this is my personal favorite.
