Hey, good start for being new to Commander, nice Bitterblossom and Sensei's Divining Top.
By adding more one drop Rogues who have evasion (unblockable or flying) can help to have a more established army of Rogues who can attack the turn you play Anowon. More Rogues with evasion will have an easier time doing combat damage to a player which is wanted to trigger Anowon and other effects when creatures you control do combat damage to opponents. Consider cutting some five drops, four drops and three drops for more one drop Rogues?
- Slither Blade --> Agonizing Syphon
- Changeling Outcast --> Access Denied
- Merfolk Windrobber --> Annihilate
- Network Disruptor --> Alley Strangler
- Faerie Miscreant --> Abyssal Specter
- Nightshade Stinger --> Aetherborn Marauder
- Vampire Cutthroat --> Auntie's Snitch
Changeling Outcast is a Changeling, it's every creature type at all times in all zones (battlefield, hand, library, graveyard, exile). Agonizing Syphon, Access Denied, Annihilate costs too much mana for what they do. Reconnaissance Mission and Kindred Discovery are examples of impactful four drop and five drop with Rogues, you would much rather use your mana to cast these then the others.

Hey, on a low budget well done with upgrades so far to the precon. Research, Paradise, Padeem, Glimmervoid, Ethersworn, Extinction, Wurmcoil, the mana Myrs, Fellwar, Kappa, Raffines these are all fine upgrades.
Some cards from the precon to consider adding back in.
- Bident of Thassa, Liquimetal Torque, Skullclamp
- Armix, Filigree Thrasher, Sharuum the Hegemon, Cranial Plating
- Swiftfoot Boots, Unbreakable Formation
- Sunken Hollow, Prairie Stream
Bident of Thassa is very good, it's another artifact repeatable mass draw effect with Constructs. Liquimetal Torque is a mana rock for ramp or it can make Urza or Padeem an artifact and doing so makes these cards much better. If Urza is an artifact he gets all bonus for being one, gains his own menace making it easier to do Commander damage to opponent with him. 4/5 Urza without menace can still do Commander damage, but he's easier to block by opponent then if he has menace. When Padeem is an artifact it gains hexproof which increases protection a lot.
Skullclamp can be nice repeatable draw for the mana cost and by adding the mana Myrs then you added fodder that can die to draw cards when not useful anymore to make mana. You have sources of 1/1 Thopters and these pair well with Skullclamp. Armix, Filigree Thrasher is a 3 drop artifact creature to help Urza affinity and with menace it can be deceptively good repeatable creature removal.
The mana curve of the precon is very high and you haven't reduced it much. Even when not counting Extinction, Monitor, Ethersworn, Kappa and Urza Commander the mana curve here is still too high. Some cards to consider cutting to reduce the mana curve.
- Filigree Attendant, Access Denied, Urza's Command
- Etherium Spinner, Noxious Gearhulk, Scavenged Brawler
- Steel Seraph, Angel of the Ruins, Shimmer Dragon
- Jhoira's Familiar
Shimmer Dragon of these suggestions is a good card, but it's a high mana cost creature that's not an artifact and you can get better repeatable draw from less mana cost sources such as Bident of Thassa. Angel of the Ruins is another good card of these suggestions, but Meteor Golem is also a 7 drop who removes any nonland permanent. I think Meteor is better and you don't need both Angel and Meteor. You don't need Noxious Gearhulk since Necron Deathmark is a better creature removal effect for less mana. Flash is better than menace + life gain.
My favorite budget creature with blue artifact strategies is Master Transmuter. Some of best card art and has one of the most powerful repeatable effects with artifacts for it's price. Bounce any artifact you control and because Transmuter doesn't target then put that same artifact right back onto the battlefield.
This bounce interaction can give you a lot of value with artifacts that have an ETB ability for only 1 mana to bounce. Great with Monitor and Ethersworn. With Ethersworn after bouncing choose to put another artifact from your hand onto the battlefield or nothing since then you can cast Ethersworn again next turn to cascade again. Bounce Baleful or Infiltrator to put Wurmcoil onto the battlefield and then cast Baleful or Infiltrator next turn for more draw, etc.
Transmuter has many other uses too such as can save an artifact from opponent target removal or board wipe, bounce the artifact in response and then if not a board wipe put the artifact right back onto the battlefield safe. Can even bounce itself to protect itself.
Good luck with your deck.

Hey, good upgrades so far to the precon especially the manabase, you've really improved it.
These are the first cards here to consider cutting? Darksteel Juggernaut, Filigree Attendant, Etched Champion are just beaters, they don't do anything else, that's not good enough. You really don't need 4 drop beaters, you'll get plenty of better mana efficient beaters, Constructs.
Chief of the Foundry, Master of Etherium are fine, but are budget creature options, filler if you don't have anything else. +1/+1 anthem effect is small and really not needed when Constructs grow themselves with any artifact. Bronze Guardian is also just a beater and as a 5 drop it's subpar. Ward 2 is nice, but you can get actual hexproof for artifacts from better cards here, Padeem, Consul of Innovation.
More cards to consider cutting? Access Denied costs too much mana for a counterspell when you have Mana Drain or just play Counterspell? Wreck Hunter doesn't trigger for any token that was removed because it says for each card and tokens are not considered cards. Not triggering for tokens is bad when you're going to have Constructs. Kayla's Music Box is pseudo draw over turns, but you can get actual draw from better cards.
Good luck with your deck.

This set is filled with so many good commanders. I'm slowly making it around to brewing Drafna. Your build is solid! I will definitely be using Access Denied and Spell Swindle in my list. Mirran Spy is some spicy tech.
Arcbound Ravager always good in a deck full of artifacts.
Would Urza's Workshop and the other Urza's lands be useful in this artifact strategy?

So, right now, Commander included, you've got 126 cards. Seeing as you're only 26 over the cap, this shouldn't be too bad.
On the other side of the coin, Brokers Hideout, Obscura Storefront, Evolving Wilds, Terramorphic Expanse, Myriad Landscape, Esper Panorama, and Bant Panorama are all cheaper fetch lands that you could use.
Drawing mana late game can be a dead draw a lot of the time, so being able to remove that excess from your deck can be a really nice tool to have, so you can draw just what you want. Maybe take out cards that are fast, but not necessary such as, Skycloud Expanse, Sea of Clouds, Mishra's Factory, and Crawling Barrens.
Potential Land List Show
1x Ancient Den
1x Buried Ruin
1x Mech Hangar
1x Power Depot
1x Flood Plain
Changing it to this (or a list of just 35 mana), should bring us down to 122 cards.
For the rest, I’d say Ondu Inversion Flip, Access Denied, Tezzeret the Seeker, Tezzeret, Artifice Master, Phyrexian Metamorph, Cultivator's Caravan, Invoke Justice, and An Offer You Can't Refuse, all mostly because they’re too expensive.
That leaves you with 109
Okay, so, this decklist is surprisingly tight for being 30~ cards over and I don’t know where to kick the last 9 off. Maybe Artificer Class? Maybe some of the creatures/vehicles? Idunno, good luck.
