Yargle gets a bad rap, but I think that with the right deck he can be a great commander. I built this budget, mono-black control deck to highlight Yargle's strengths (he has a lot of power), and shore up his weaknesses (he has literally no abilities). I decided to go all in an use Yargle as my only creature, focusing instead on taking advantage of his stupidly big power and heavily controlling to board.

{CARD DRAW and LIFE GAIN} This deck has 11 card draw spells to help stay ahead. All of them are your classic black pay life/draw cards effects so I'm also running all of the playable non-creature life gain effects that a budget black deck has access to. This combination lets the deck stay in the game long enough to crush people with sheer card advantage.

{REMOVAL} The deck is running a silly amount of removal. Board wipes, targeted removal, edict effects, I'm running it all. Think politically when you use it though; If you just throw it all out there right away you'll end up making more enemies than you can handle. Instead, take advantage of the fact that you are running Yargle and make deals.

{UPGRADE the FROG} I'm running several cards that buff Yargle. Yes, I'm running the standard Swiftfoot Boots and and Lightning Greaves, but there is also some spicy stuff. Since Yargle is the only creature that I'll ever have out, I'm running Deadly Wanderings and Homicidal Seclusion to turn this frog spirit into a lifegain machine. These are much less risky than running normal auras, since they will stick around even if Yargle gets taken out, buffing him every time he comes into play. Since there are no ETB effects to speak of in the deck, Torpor Orb seemed like a nice fit as well. I'm also running Rush of Vitality and Butcher's Glee, which also let me get some one time life gain as well as protecting my boy. Not of This World is really nice in a Yargle deck since it is always a free counterspell against effects that target him. Finally, I'm running a Tainted Strike which conveniently buffs an unblocked Yargle to the exact amount of power needed to one shot someone with poison if they were foolish enough to let him through.

{MANA} Finally, I really wanted to keep this deck as budget as I could, so I am running almost all swamps. It's not all bad though, there are a lot of effects in the deck that care about the number of swamps I have in play. Since the deck is pretty mana hungry, in addition to the mandatory sol ring, I am also running a bunch of mediocre mana rocks, including the very strange Altar of Shadows and the very useful Primal Amulet   which eventually lets you double up on card draw and removal.
