This is a base blue deck focused on manipulating the top of library to generate Faerie Dragons off of Elminster. It pulls heavily from an Eligeth partner pile I had sitting around for a while. The scry cards and 1 mana top deck manipulation spells are the core to putting higher cost spells on top or digging for land drops/finding answers.

Past those the rest of the deck is highly customizable, and for this list I’ve put my choice of token support cards and big splashy spells to reduce with Elminster and the scry sub theme. Most of the expense for this deck comes from a foil Jeweled Lotus I had the fortune of pulling and several first print staples like Cyclonic Rift I picked up before the price tag spiked.

Mana rocks and top deck manipulation are the most important parts of the deck to focus on, and most of the wraths could be dropped for delve spells or more split cards of your choice.

Other expensive but likely unnecessary upgrades include Sensei’s Divining Top, fetchlands to shuffle away Brainstorm locks, Jace the Mind Sculptor, and additional extra turn spells.

I’m only on the high end ones specifically to flip larger numbers of tokens with Elminster, and the +2 ability digs past bad top deck stacks fairly well. There are no Opt or other Scry 1 effects because I want to net mana for big spells or leave them on top, making Serum Visions into a wrath effect or a lot of tokens more likely.

The selection of Wraths is in the upper costs of 5+ to make flipping minimum six bodies off Elminster easier to set up.

After setting the board to a position where our tokens can thrive, Cathar’s Crusade and Path of Bravery can make our 1/1 Fliers more threatening to the field. Ticking down Elminster and flipping a 5 drop off the top puts our existing board up to 6 power, or dumping excess mana into Mirror Entity can just end games when unchecked. We don’t need many anthem effects, but a handful of really powerful ones can be more accessible than picking up multiple extra turn spells.

A lot of the play patterns with this version of Elminster revolve around setting up a top deck to flip a good defensive number of tokens as soon as Elminster comes down, and then using selection to either set up additional tokens into an anthem effect or clearing the board and setting up for the next wave of tokens.
