I wanted to build a blue deck that didn't counter, and I couldn't really bounce things either because that's sort of the shtick of my W/U Merfolk deck -that leaves me with drawing cards. I thought the Empire cards would be fun, so I threw them in the deck; then I thought about throwing in the Stations and the Urza lands to round out the gimmick of multiple pieces coming together. Finally, I topped the deck off with a few lazy, infinite combos. Funny thing is: I've actually won with this deck a few times without going infinite. The cards are so unassuming that my opponents would take each other out until I swing with a lethal, unblockable commander at the last remaining foe.
