Hey, nice budget version.
Gift of Doom for it's morph cost is good deathtouch/protection for Kelsien. Open the Armory is a budget tutor to get Gift or a deathtouch equipment. Double strike is very good in combination with deathtouch. This combo of attacking abilities with Kelsien makes him basically unblockable in combat and take advantage of his high power to do a lot of Commander damage.
Mask of Memory is good repeatable draw especially with double strike triggering it's combat damage ability twice. With as much pinging as you have here then consider adding cards that give your opponents creatures? Once Kelsien has deathtouch then it will be difficult for your opponents to keep creatures or even want to play creatures, but you want your opponents to have creatures so you can keep getting experience counters and growing Kelsien.

General's Enforcer has good interaction with Kelsien giving him indestructible and then his ability can exile creatures you kill with Kelsien. There's other creatures in Mardu colors who can benefit from experience counters who are worth adding.

General_Pasta I have a 4c K&T deck that is designed similarly but for slightly more lower power level if you'd like to check it out. It hasn't gotten much playtesting as I built it not long before quarantine. It leans a bit more heavily into combat with things like Gahiji, Marisi, the Hunted Troll cycle, Sylvan Offering, Alliance of Arms, etc. List: Welcome to the Colosseum
I'm also currently theorycrafting a sans-G list with Ludevic/Tymna and a 5c list with Kenrith but they're still quite rough.

Amazing deck and presentation! Looks really pleasurable to pilot. I love all the synergies you've built between Haakon and Elenda.
Here comes a few suggestions I've in mind :
Bitterblossom > not the funniest card you could find, but it is a real powerhouse alongside Attrition , Anointed Procession , Skullclamp , Dictate of Erebos etc. / I was a bit surprised it wasn't included.
Bloodghast > same note.
Enduring Renewal > makes you a bit more vulnerable against control match-ups as they can see and play around what you're trying to do, but it has the potential of being extra spicy there - giving you a lift at building up your combos.
Academy Rector > absurdly good at tutoring some of your combos. Expensive (money speaking) nonetheless.
Forbidden Orchard > fuel for Elenda against creatureless decks. Taps for any color.
Grave Betrayal > greedy and expensive card that only works against decks running valuable creatures. Good fun, poor consistency.
