Budget-friendly Phenax, God of Deception deck centered around walls!

The main win condition is obvious: keep Phenax out, mill opponents with walls, reap results.

I designed this deck with budget playing in mind -- that said, it's both the cheapest deck I've made and the most vulnerable. If Phenax is up against a tough matchup (say, something that can exile enchantments every turn), this deck will have a very hard time winning.

There are backup plans, albeit unreliable. Ashiok, Nightmare Weaver, Jace, Memory Adept, Geth, Lord of the Vault , Rise of the Dark Realms, Keening Stone , Decimator Web, and Grindclock are capable of winning without Phenax under the right circumstances, but it's a very shaky situation to be in.
