cool deck!
It's always much more difficult to provide recommendations for pauper EDH because I usually don't pay attention to the rarity of cards, but I will do my best.
Also I was wondering, you are running some uncommons like the signets, gray merchant. are these because these cards have been printed at common in a different set or your playgroup is ok with some uncommons?
here are some thoughts:
Lab Rats
Syphon Mind i would run Bubbling Muck over dark ritual because it is great late game.
Armillary Sphere
Grotesque Mutation will guarantee that your commander will trigger if you cast it on an unblocked attacker.
Unburial Rites is a great card but not sure if you can play it bc it is uncommon.
Leaden Myr for more ramp
Expunge is pretty good removal.
Eternal Thirst is good for triggering your commander.
Mark of the Vampire is good too.
hope these ideas are helpful and let me know if you liked them, i can see if i can come up with some more ideas later

Vindicate from Eternal Masters, Mortify from Sorin vs Tibalt, Anguished Unmaking , Avacyn, Angel of Hope not a vampire but for Sorin tribal not vampire tribal it's a must, Mark of the Vampire from Sorin vs Tibalt, Heirloom Blade , Blood Tribute and if your going Sorin tribal i would recommend using Sorin, Grim Nemesis , Sorin, Lord of Innistrad , Sorin, Vengeful Bloodlord or Sorin, Solemn Visitor as your oathbreaker but if your going vampire tribal than Sorin Markov is fine.

God-Eternal Kefnet really doesn't seem like a good card to be playing in your deck. You have 14 sorceries and instants in your deck, but none of your sorceries gain the benefit of the cost-reduction and you don't have any draw spells like Opt to take advantage of Kefnet's ability on multiple turns. Liliana's Triumph doesn't seem all that effective over the destruction effects you already have access to, since you aren't playing any other types of Liliana in your deck. Kaya's Ghostform seems pretty lackluster since you want creatures in your graveyard anyway for Lazav's ability. The Spark Double seems interesting, but I feel you could get more out of Quasiduplicate since it can be activated twice.

If you want, you can pitch the 3 copies of Mark of the Vampire for 3 copies of Quasiduplicate and try that.

I'm not a huge fan of Mark of the Vampire when compared to other modern enchantments- most of the non-boggle auras are 1 drops that replace themselves ( Rancor , Curious Obsession / Curiosity etc).

If you desperately need lifegain, specific sideboard options should be more reliable- Fountain of Renewal is decent.

I'd look at alternative counter sources for Thoughtbound Phantasm and try to back it up with other efficient 1 and 2 drop threats. Blue actually has a few of these which are pretty decent- Cloudfin Raptor , Benthic Biomancer , Cosi's Trickster , Dimir Spybug , Nivmagus Elemental and Thrummingbird are all worth testing. Backing them up with some Tezzeret's Gambit can push through a lot of damage when backed by your current disruption.

Is It Safe?

. I've been working on this deck for a while and am sure there are still weaknesses. The problem is one cannot address all problems. My sideboard has Vraska's Contempt for the expected increase we'll be seeing in Planeswalkers. I have Ravenous Chupacabra there for if I'm playing against a guy who's running big creatures. My main questions are Pilfering Imp over Hired Poisoner and perhaps drop Divest and Duress for something else. As with anything, when you make a recommendation, let me know what needs to be dropped. BTW I've won too many games because of Mark of the Vampire so that stays! Thanks in advance.

I like the idea, but don't like the mana curve. I think that you can achieve the same with cards that are cheaper (in terms of cmc). Hired Poisoner in place of Ravenous Chupacabra also gives you a once-off kill opponent's creature, you just need to block with it. If you could equip Thief of Sanity (to steal one of your opponent's cards each turn) or Nightveil Predator (for hexproof attack) with Aether Tunnel (to make them unblockable) you will tend to dominate the field. With a bunch of creature removal, why not Dead Man's Chest to turn the power of your opponent's creatures into cards in a Virtual, second hand (cards exiled with Thief of Sanity and Dead Man's Chest can be played as if they were in your hand, but with any color mana). And finally, with game-winning creatures on the field, a bit of protection in the form of Siren Stormtamer could go a long way toward ensuring victory.

-4 Ravenous Chupacabra , +4 Hired Poisoner

-4 Mark of the Vampire , +4 Dead Man's Chest

-4 Vraska's Contempt , +4 Aether Tunnel

-4 Thought Erasure , +4 Siren Stormtamer

Try out these changes and see what you think.

HeavyR on budget esper combo

So this deck wants to win as early as turn 6, but it may be better to wait till turn 7 to play the contract and hold up a negate for sweepers or enchantment removal. I believe you are in the right colors to fit another budget combo right now using Sorcerer's Wand , Famished Paladin and Mark of the Vampire for a turn 4 combo win.
