My take on a mono-blue, pauper EDH mill deck. As much as I love Hedron Crab, I feel that its potential slows down once you start missing land drops. Manic Scribe mills the same amount as Hedron crab every opponent's turn, at the cost of requiring delirium.

With that in mind, the deck has lots of tools to acquire delirium faster, including things like E. Wilds and Terramorphic, Cycle lands, Compulsive Research, and classics like Traveler's Amulet.

Once you have delirium, it's just a matter of biding your time with countermagic/removal, and protecting your commander. Most of your removal is in the form of bounce, but a few Claustrophobia-style cards and other goofier stuff is available.
