All Talrand EDH decks are going to have a similar shell (barring some crazy Johnny scheme), but that doesn't mean there isn't room for subtlety in how they are built and played. Looking at this deck, it looks like many other Talrand Commander Decks-- lots of instants and sorceries, few creatures, some support permanents. What makes this one play differently, however, is how it handles its spells. This deck likes to recycle, and I'm not just talking about using Stolen Identity to make copies of Mnemonic Wall (although doing that with this deck is super fun).

One thing that this deck uses a lot of is buyback. I've always had a special place in my heart for Mystic Speculation , and this is probably the best place I could put it. Simultaneously sifting through my library and pumping out as many drakes as I can afford sounds good to me. But even marginal buyback cards, such as Whim of Volrath or Whispers of the Muse can be useful in this respect. And if I reduce their casting cost with Arcane Melee, I can cast them many times over.

Speaking of Arcane Melee, this deck definitely prefers cost-reduction to ramping (blue's better at it anyway), because it gets much better when casting many spells in a turn. So there's some of that in there.

Along the same lines as buyback, anything that allows this deck to cast a spell more than once is important. Cipher is awesome for this, but cards like Cast Through Time and Knowledge Pool really drive this home. This deck also utilizes copy effects such as that of Spellbinder and Elite Arcanist to cast spells over and over again. All in all, the moral here is that the spell itself is less important than how it is used.
