Mossfire Valley is a decent budget land and Highland Forest is tutorable. I also like Blighted Woodland , Warped Landscape and Guildless Commons this deck. Don't think you need Reliquary Tower here though.

The proliferate cards like Retreat to Kazandu, Bloom Hulk, Vorinclex, Stumpsquall Hydra, Pridemalkin and Managorger Hydra don't fit so well to Phylath in my opinion. Going wide instead of big will get you better results. All you want in this deck is card draw, interaction, a lot of land ramp and some mass-pump spells. When cutting these cards, I'd also take out Inspiring Call, Soul's Fire, Thud and Fling. Plummet doesn't strike me as good enough. Kazuul's Fury can maybe work because it doubles down as a land. Gruul Locket, Wayfarer's Bauble, Commander's Sphere and maybe even Gruul Signet and Thought Vessel can be cut for more land ramp. I would even disregard single target protection like Swiftfoot Boots. Your commander dying is sometimes even advantageous, because then you can cast it again to get another bunch of tokens, similar to how Prossh, Skyraider of Kher can play.

Here some nonland cards that I'd definitely add either way:

Beanstalk Giant , Predatory Rampage , Nature's Claim , Impact Tremors , Momentous Fall , Overrun , End-Raze Forerunners , Rampaging Baloths , Abrade , Valakut Exploration , Heraldic Banner , Farhaven Elf

I personally like Creeperhulk and Gigantomancer , because they increase creatures' base stats, so Pylath's +1/+1 counters up the target's power even more. Very easy to get a handful of 10/10 plants this way. Vitalizing Wind can also win you the game, but costs a lot of mana upfront. Wort, the Raidmother can come in handy too. If you can afford it, Greater Good does very well in this deck as card advantage engine.

Nic44 and OptimalGreen: Please take this elsewhere rather than spamming my deckpage? >.< I've considered Setessan Tactics before, mostly for the surprise value, but it's never REALLY found a home. Predatory Rampage isn't something I've considered before, I'll think on it. And I will be adding more dorks here eventually, though the mana rocks are most definitely not leaving.

Macnzich: I ran NOoze for a while, but my primary combos aren't 100% activated abilities -- it was more efficient to just reanimate the stuff I needed.

OptimalGreen You are quite skilled at presenting me with making arguments that I never even remotely made and then attempting to destroy that argument. It's called Straw Man fallacy, look it up.

Never did I make such a claim as you expressed. Obviously a five color deck is going to be often times better than a mono colored deck. Often times when colors are equal in number, it is the specific color combination that gives an advantage. Same goes with commanders and their respective abilities. BUT...what is subjective is what other decks are facing a specific deck, the skill of the pilot and the familiarity with a specific Commander or even a specific color combination. What is "incredibly foolish" from a MtG EDH point is the inability to grasp this, and there is not a competitive EDH player worth their salt who would gainsay it. Anyway, I am done debating with children for now and I am not going to contiunue to de-rail this, so go ahead and Straw Man again if you so please. Now, back to the original subject...

Have you considered Setessan Tactics or Predatory Rampage ? The latter can be quite devastating under certain board states.

Witherscale Wurm taking wither damage won't trigger Hapatra, so there is not much point for him in he deck.

Are you really creating enough tokens to make Bloodflow Connoisseur , Bloodthrone Vampire and Carrion Feeder worthwhile? In my experience with myhapatra deck, the snakes are way to valuable to be sacrificed for a mere +1/+1 counter or +2/+2 until EoT on some creature with no evasion.

Fevered Convulsions , and Gnarled Effigy look terribly unefficient, for mana for a -1/-1 is way too much. I used to run Serrated Arrows and Trigon of Corruption but I ended up cutting them, maybe they could work fine in your deck as you are going strong on Proliferate. Now I'm testing Serrated Biskelion but I'm not completely sold on it, you know you never get to draw the cards you are trying out...

Decimator of the Provinces is also way too costly, even if you emerge it, and all the trouble just for a wide +2/+2 trample; a simple Overrun would give you a better bang for your mana. Predatory Rampage will wipe most of your oponent's creatures and Revenge of the Hunted is a one player board wipe. I also find Loyal Guardian to be an underrated card to spread counters on your creatures.
Canker Abomination will only get you a snake no matter how many counters it gets, so in the best case scenario it would be a 5/5 with one snake for four mana, its not really worth the deck slot. There are many creatures in the Amonkhet block that will do just that but better.

on the evasion department I would definetly cut Tawnos's Wand , Hot Soup has a bit of a drawback, but Hapatra only has toughness 2, so it won't be a big difference anyway and the card is really funny. Trailblazer's Boots is a bit more expensive, but I would still consider it a budget card.

These kind of decks are supper weak against board wipes, so I'd encourage you to include Golgari Charm or Wrap in Vigor .The best card for that task would be Heroic Intervention but it's getting more and more expensive every day.

I see the False Cure strategy less likely without white. If you have on the battlefield Tainted Remedy, Temur Sabertooth and Skyshroud Cutter you can make your opponents lose 6 life for every 1G you pay which is cool, but thats a really long shot. Even if it's perfectly vorthos, I would drop that strat altogether because otherwise you wont reach the 70% you're aiming for.

Living Death / Living End would work amazingly with your comander because you can go sniping dangerous creatures from other graveyards and then kill the snakes and get your good stuff. Even if you don't want to go reanimator this powerful card is even better with Pharika.

To neutralize the deathtouch of the snakes you're giving away maybe you could include some creatures with indestructible or first strike or just flyers, small deathtouchers are not that good attacking.

I would drop Squandered Resources and Seed the Land (even if it creates snakes) because you're not focusing enough on the land theme, while keeping The Mending of Dominaria and World Shaper if you add more ways to mill yourself.

Even if you are running reanimator, Bereavement is a card that would always hurt you and you have to make a huge effort to hurt some of your opponents, paying mana to give them a snakes and then having to kill them so they discard a card, IMO is not worth the effort.

I also believe there are better cards engines than pygmy kavu even if you give them some black creatures.

A 1/1 deathtouch is a powerful blocker and I wouldn't give it randomly to anyone, unless someone is about to get something dangerous from a graveyard, but otherwise they are meant for your use only. I would definitely keep the constellation pack but get rid of the least useful enchantments. Also consider Extinguish All Hope (with Pharika featuring on the art).

In my Hapatra deck (Hapatra's death hosts) I capitalize on the snakes with Revenge of the Hunted , Predatory Rampage , Driven / Despair and other Overrun -like effects (The synergy of deathtouch + trample is so powerful that no creature comes with both abilities, at least for now). Also Custodi Lich because people usually preffer taking 1 damage than losing a shiny creature to a snake, so getting back the Monarch shouldn't be difficult. And the Monarch mechanic is just fun by itself.

I would also add 2 or 3 lands because the average cost is not that low and you will be spending mana on Pharika's activated ability.

Yeva, Nature's Herald and Vedalken Orrery makes this deck quite intimidating. I would cut Predatory Rampage and Living Hive. Siege Behemoth can take Thorn Elemental's place.

I am not sure what to cut for these suggestions. Pathbreaker Ibex Colossal Majesty Zendikar Resurgent Elemental Bond Kavu Lair Whisperwood Elemental Temur Sabertooth &Rowensince you are going all in on Forests.

Consider removing the following cards: Archetype of x & y, grenzo, lord of the void, fated return, and syphon mind. Archtype's cost too much for not enough. Grenzo is underhwhelming in the largest degree. Lord of the void costs too much and does not have haste (not to mention BBBB is hard to get in 4-color deck, reasonably/consistently). Fated return reads as lord of the void. Syphon mind reads as grenzo. There are other cards that aren't what you probably want, but since they fit the theme(s) i'm leaving them untouched.

Consider any of the following cards:
Kodama's Reach/Cultivate (ramp)
Phyrexian Arena/Bloodgift Demon (draw)
Mystic Remora/Harmonize (more draw)
Overrun/Triumph of the Hordes (win)
Predatory Rampage/Inferno Titan (win/psuedoPlague Wind)
