NoopyNolife Oh, I see! That’s a really creative way to trigger a second evolve trigger!
Unfortunately, The manabase in this deck is a little tight. Right now I’m barely splashing enough black to be able to pay for Thoughtseize and Fatal Push after sideboarding, while still making my land drops. I will definitely consider running a couple copies of Guildmages' Forum , though. I’m even considering buying a few Mana Confluence s to help out the manabase.

What are your thoughts on Guildmages' Forum ? My abzan counters is more budget but the land is really what makes it work as well as it does (though with your lands you wouldn't run it for the fixing).
I find it works wonders to pay one more for a second 2 drop on turn 3 to get a slightly bigger creature and thus another evolve trigger on the one drop.

Hey, nice work in progress on a budget.
I'll give some card suggestions only for Slivers and lands and if you would like additional help with other cards than I offer more help in another comment.
Some cards to consider adding:
- Manaweft Sliver: another mana Sliver.
- Cloudshredder Sliver: flying and haste.
- Harmonic Sliver: repeatable artifact or enchantment removal.
- Shifting Sliver: make all Slivers you control unblockable.
- Amoeboid Changeling: combine with Overload to permanently gain control of opponents creatures.
- Quick Sliver: cast Slivers at instant speed which is nice with Overload who can tutor for Silvers at instant speed.
- Mirror Entity: pump all Slivers to huge power/toughness for big attacks.
- Striking Sliver: first strike.
- Crypt Sliver: board wipe protection for all Slivers since regenerating a Sliver protects it from most board wipes.

Changeling are Slivers even when the card is in your hand, library or graveyard. Amoeboid Changeling can change an opponent's creature into a Sliver and then you can gain control of that creature with Overload. Overload's ability to gain control a creature doesn't end at end of turn therefore you gain permanent control of opponent's creature. Mirror Entity is another changeling and it's ability can change all creatures you control power/toughness equal to the amount of mana you pay. This can result in huge attacks with high powered Slivers. Combine Entity with Manaweft Sliver and Sentinel Sliver after attacking while in combat tap each Sliver you control to make mana to pay into Entity.
Command Tower is a staple land in Commander for decks that are two or more colors, it's especially good with five colors. Path of Ancestry can be helpful with repeatable scry when you cast a Sliver with mana from it. Cinder Glade, Sunken Hollow, Canopy Vista, Prairie Stream, Smoldering Marsh are called Battle lands and they have good interaction with basic lands to ETB untapped. These dual lands are also two different land types which makes land ramp spells such as Farseek better since it can search for and ramp with a Battle land.

Hey, well done on a budget.
You've added several excellent Rainbow lands, but then there's subpar 5 Vivid lands as well as 3 Rupture Spire lands and 11 Tri lands. The current manabase is very slow with 20+ of 37 lands will always enter the battlefield (ETB) tapped. I understand you're on a budget; I too play budget Commander decks and you can do much better than 20+ lands ETB tapped even on a $300 budget. 11 Tri lands, Path of Ancestry and Grand Coliseum is more than enough lands that will always ETB tapped.
To speed up the manabase you could simply add more basic lands and some cards that have interaction with basic lands. Manabase changes to consider:
- Add 4x Forest, 2x Mountain, 1x Plains, Ash Barrens, Harrow, cut 5 Vivid lands, Rupture Spire, Gateway Plaza, Transguild Promenade, Temple of Malice.
If you make this change then could also add 5 Battle lands: Cinder Glade, Canopy Vista, Sunken Hollow, Prairie Stream, Smoldering Marsh, cut 5 Tri lands. Battle lands are budget dual lands that have good interaction when you have more basic lands. The Battle lands will give Farseek a dual land to search for.
Cataracts is a helpful land to cast Ur-Dragon with basic lands or colorless mana sources because any combination of 5 mana along with tapping Cataracts makes all five colors of mana. For example Sol Ring + Thran Dynamo + Cataracts = five colors of mana. Cataracts is also good with Fist of Suns.

I know you have a ton of decks, but arcane signet and commanders sphere likely belong in every deck.
36 lands/4 mana rocks seems too high. General rule for me is 35 lands - 1 for every 2-3 mana rocks. This deck also has a low cmc and generates treasures so it seems like you are ~3 lands too high. I would start cutting the 5 color lands and if you bump your cmc up at all, consider adding signets for minimal ramp at the cost of a lands at a 1/3 ratio.
Castle Locthwain - low oppurtunity cost for high value. your deck is half black and this can get you back into a game where you run low on resources
Yawgmoth is a heavy combo card, I dont see a combo for him, he would likely be better in anafenza where you can combo with persist creatures and bolster and all that. the proliferate is powerful, but checkout the options under infect.
Brazen Freebooter Captain Lannery Storm Corsair Captain Dire Fleet Hoarder Pitiless Plunderer Prosperous Pirates Rapacious Dragon Sailor of Means - you already have enough draft chaff in the random infect creatures, revel in riches win is accomplished with a single board clear, or ~2 turns of attacking, they are not required for revel in riches.
If you wanna go revel in riches
Phyrexian Tower - sac outlet and fast mana. see also Westvale Abbey Flip
Exava, Rakdos Blood Witch/Anger - lets you attack after a board clear
Mikaeus, the Unhallowed - this may be in another deck for flavor reasons, but basically makes all non humans immortal
Last One Standing - This basically a better damnation in rackdos. This should replace bontus last reckoning or just be an
additional board clear if you wanna go reanimator with mikaeus, hell even Nevinyrral's Disk is better than bontus
Phyrexian Scriptures ^ all those reasons, mild shoutout to Chain Reaction Blasphemous Act Spell Swindle/Storm the Vault Flip/Brass's Bounty any of these will replace all of the draft chaff and free up some card slots
Curse of Opulence - ramps and duh
Hellkite Tyrant - likely in another deck, but consider it
If you wanna go infect
Karn's Bastion - proliferate the counters and infect counters
Urborg, Tomb of Yawgmoth + Filth - another way to get unblockable. Wonder/Levitation also make blocking hard
Tainted Strike - the best thing about this card, is the fact you can cast it on your opponents creatures. This also combos well with reach creatures like Judith, the Scourge Diva/Syr Konrad, the Grim allowing you to kill your opponents w/o attacking. Does not apply to Blood Artist because life lose does not deal infect damage.
Move Drana, Liberator of Malakir to the mainboard, shes too synergistic to leave behind
Warstorm Surge - deal infect damage without attacking Stalking Vengeance is a worse version
Sword of Truth and Justice - prolly the best sword for this deck.
Bident of Thassa//Coastal Piracy - unblockable means free cards
Open Into Wonder/Mogis's Marauder - moar unblockable
Guildmages' Forum - synergy land
planeswalkers go up a ton with proliferate, Chandra, Flamecaller is a board clear, filter and damage engine. you will pretty much be able to ult Dack Fayden the turn you cast him. Liliana, Dreadhorde General looks amazing in this deck. ulting Lukka, Coppercoat Outcast for the win? just lul
Geode Golem - consider him if you think you need marchesa for the deck to work
Cyclonic Rift - likely in another deck, but another way to go unblockable River's Rebuke/Profaner of the Dead budget options
the vivid lands work with proliferate
Vigean Graftmage - may be better in your twiddle deck, but you can do a number of infinite combos with this card if you wanna go that direction. not very recommended with your current build

Earnest Fellowship is great in a multicolour-centric deck like yours. It's definitely worth including, but it will be somewhat of a nonbo with some of your targetting spells.
Supply / Demand is either a tutor or an army in a can.
Dragon Arch not only tutors, but will put the creature directly into play for you.
Archon of Valor's Reach can save you from boardwipes or spells you know your opponent might cast. Very useful to have in your deck.
Guildmages' Forum can distribute some free counters occasionally. It's not the most powerful card, but it's free value and filtering on a land.
Pillar of the Paruns is also pretty great in your manabase.
Vivid Revival seems like a great choice for card advantage in your deck, though doesn't necessarily do much when your Commander is out.
You're missing out on some multicoloured ramp creatures: Zhur-Taa Druid is such a good ramp card in multiplayer. It ends up dealing so much damage if played early. Knotvine Mystic seems to fit perfectly. You should definitely pick up a copy of Mirari's Wake.
In terms of cuts, Asmira, Holy Avenger, Bloodshot Cyclops, Gruul Spellbreaker and Conclave Cavalier seem like a good place to start. I would start by adding more ramp since this is what you're missing most.
