Guildmages' Forum Do creatures always get a +1/+1 counter?

If the creature who enters the battlefield has no effect that adds a +1/+1 counter on summon, does the creature still get the "additional" +1/+1 counter from Guildmages' Forum ?

See Grumgully, the Generous’s ability as it’s very similar. The gatherer page has an additional ruling for this type of effect:
10/4/2019 A non-Human creature you control that would enter the battlefield with no +1/+1 counters on it enters with one +1/+1 counter on it.

Yes, it gets the counter. "Additional" doesn't mean it has to start from 1 or more in order to be affected. If you use a generated with Guildmages' Forum's ability to help cast a Watchwolf, it will enter with a +1/+1 counter.
