Yay! I love dogs! I've been actually planning on making a dog deck myself, so I have a few thoughts. :)

First of all, let's start with the most important thing: basic lands. You NEED the dog art Plains from Jumpstart!! (You can see that art in your decklist by appending (JMP:45) after Plains.) Yes, they're actually a couple bucks apiece, so you might not want to make ALL 23 Plains that art.... but at least a couple. :)

Alright, on to the actual important things. LoL

Speaking of lands, just want to quickly mention Animal Sanctuary. I know it's not that great, but it does have synergy with your dogs and provides a late-game mana sink if you're out of cards.

This is essentially a white weenie deck, dog-themed, so I'd advise cutting the high-costing angels (especially Adarkar Valkyrie, since she doesn't even do anything the turn she hits) in favor of some more aggressively costed dogs. You really don't have any way to ramp into them, so 6 drops are just going to be too slow. (Shalai might make the cut, because 4 CMC is more doable and hexproof can be amazing in certain matchups, but she's sideboard at best.)

Encampment Keeper is a decent turn 1 play that can also close out games if you last long enough to use his tap ability. Since this deck wants to be attacking with a lot of dogs, Boros Mastiff rewards you with a little life (or a lot if you have your anthem effects in play).

There's no way to tutor up Pack Leader in white. You could splash black for Grim Tutor (which gives you access to Banehound, a solid 1-drop, and Kunoros, Hound of Athreos, solid sideboard hate against graveyard decks). But honestly I don't think it's worth it. First of all, that will make the manabase necessarily expensive. Second, with 8 copies of an anthem effect between Pack Leader and Honor of the Pure, you're bound to hit at least one if not two of them in the average game.

Lastly, just a quick note: I noticed you have a couple dog cards in your Maybeboard (Supply Runners, Trusty Retriever, Release the Dogs) but sadly they aren't Modern legal, so no point considering them unless the format doesn't actually matter to you that much.

Animal Sanctuary Would be very good. Also, I recommend mainboarding Titanic Ultimatum, Immolating Souleater, Regal Leosaur, Temur Sabertooth, and some creatures with changeling. I would take out Ainok Bond-Kin, Encampment Keeper, and Two-Headed Cerberus, if I were you. I also recommend Anointed Procession, Parallel Lives, and Prowling Serpopard. Your deck needs more dual lands like Orzhov Guildgate , Forsaken Sanctuary , and Evolving Wilds . The deck lacks consistency. you could add a 1 drop in Encampment Keeper .

Vraska's Contempt is a must. Instant, so you can react to opponent movements; can target Planeswalkers, not many cards can do that in the enviroment right now.

Black/White mana, has not a solid base right now. I would include Isolated Chapel, and change Hierophant's Chalice with Chromatic Lantern. Your deck does not have a lot of double color spells, so this will be only relevant if you find yourself having problem with fixing the mana.

If your plan is to shift to Vampires Legion Lieutenant, Legion's Landing, Champion of Dusk and Radiant Destiny should be right choices. Adding Vanquisher's Banner is for late, and with no mana acceleration could be a little heavy, but the card draw power is quite good in a tribal deck. Blood Operative is good against the new mechanic Jump-start, but you need more cards with surveil for it to work. Twilight Prophet and Sanctum Seeker are pretty strong too. I feel as you have little removal, Cast Down and Price of Fame are both pretty solid, the later being specially good in a format with a constant legendary treat.

Consider taking outYargle, Glutton of Urborg 5 manas, no vampire, no tramble or other evasion. Arvad the Cursed You don't have a lot of legendary creatures, 5 manas for a 3/3 with no evasion, you can find better things.Encampment Keeper and Walking Corpse must go if you want to take the tribal approach. I would changeCobbled Wings for Captain's Hook, it can do a lot of damage, and is pretty good in creatures with lifelink. Queen's Commission might be nice too.

I'd suggest removing:- 2x Anointed Deacon: cost is too high for what it does - 1x Blight Keeper: ability cost is too high for standard - 4x Encampment Keeper: again, too high - 1x Lurking Chupacabra: not enough exploring for it to benefit - 1x Queen's Bay Soldier: much better creatures you could get for 2 drop - 1x Boneyard Parley: CMC too high, effect not that great - 1x Spreading Rot: land destruction isn't necessary - 1x Cobbled Wings: won't need this with vampires - 2x Dusk Legion Dreadnought: 5 drop vigilance, does nothing else - 2x Prying Blade: won't need the mana - 1x Raiders' Wake: will be taken out too quickly to be useful

So, this leaves you with 15 open spots. I'm assuming you want to stay in the XLN block? For additions, I'd suggest looking at cards like Adanto Vanguard, Bishop's Soldier, Gifted Aetherborn (not XLN but a great card), Sanctum Seeker, Vicious Conquistador, Yahenni, Undying Partisan, Bloodcrazed Paladin and Duskborne Skymarcher.

For removal, try things like Duress, Fatal Push, Walk the Plank, anything low cost but preemptive or quick.

Free creatures with lifelink? Always great. Try Queen's Commission and Call to the Feast. Legion's Landing also helps pump out tokens AND can give you , so feel free to add a second one.

There are a lot of options for your deck, especially if you're not staying in XLN specifically. Try some of the ones I listed above and see how it runs for you. You may be able to remove 1-2 lands after working on your creatures, which are very heavy. Aim for closer to 20. As a general rule of thumb for Standard, 5 CMC is high for any card, so keep that in mind when picking out cards. You can have one or two around 5 CMC but they have to be worth it.
