This looks positively scary; nice job! Out of curiosity: why didn't you include Lightning Greaves/Swiftfoot Boots? Giving your voltron hexproof seems kinda logical. I see you've included Giver of Runes but not Mother of Runes; might be worth considering as your battlecruisers (including anti-venom) are your main mechanisms for winning with this deck so they need plenty of protection and a bit of redundancy doesn't hurt. Something similar could be said about Grand Abolisher and Myrel, Shield of Argive.
One more thing that's really noticeable: your deck doesn't have anything for dealing with opposing enchantments or artifacts. You could consider cards like Disenchant, Generous Gift, Heliod's Intervention and Return to Dust.

Cloud Key/Semblance Anvil/artifact cost reducer/Ugin, the Ineffable + Mystic Forge + Sensei's Divining Top = Draw ur entire deck. Each piece is useful on it's own.
U already have basalt + forsaken = infinite colorless. Add in a Rings of Brighthearth for forsaken redundancy. Moreover, basalt + rings + sensei's = draw and cast ur entire deck. Not saying to add rings per say in this deck, just worth noting.
Sanctum of Ugin > Environmental sceience - Environmental sucks, its just a land and life for mana. Ur not running emrakrul so there is no benefit of cost reduction that I see. Sanctum, while not needed, is a nice land to have. Don't even need sanctum, perhaps just more card draw.
Blinkmoth Well and Blinkmoth Urn are a superb synergy u should look into.
U can also go the super spicy risky route with Mycosynth Lattice + Karn, the Great Creator = Lattice is super risky but might be worth it if you wanna switch things up. Karn is great because he can help recur important pieces.

Hi theLegendred. I've played Avacyn for some time. Opponents I faced would keep counterspells and/or removal in reserve specifically for Avacyn's appearance (yup, she's considered that much of a threat). I found the following cards to deal with this:
- Aegis of the Gods/Metropolis Reformer: hexproof for yourself, which prevents opponents from targeting you with abilities/spells, amongst which are spells that force you to sacrifice your own creatures (which is one of the ways in which your opponents can still get rid of Avacyn, eventhough she's indestructible).
- Chimil, the Inner Sun: bit of an expensive piece of kit, but it's been pulling its weight regardless. Avacyn doesn't need to worry about counterspells no more and the value brought forth by the discovery ability is absolutely awesome in a battlecruiser deck.
- Defense Grid: makes countering spells a lot more expensive.
- Eight-and-a-Half-Tails/Giver of Runes/Mother of Runes: helps in case you don't have stuff like Lightning Greaves/Swiftfoot Boots on the field yet to equip to your most valuable creatures.
- Silence: cast this before casting Avacyn. Of course, this spell can still be countered, but that means one less counterspell held in reserve.
Wouldn't say it's necessary to include all of these, but including some will make a difference for sure. Good luck with the deck.

I'm going to be honest with you, I haven't broken out my deck in months. Mostly because I didn't have the desire to swap out my Mana Crypt. But today I decided to finally do it - and I swapped out the cards to make the deck match the decklist. I'm almost considering setting up a Break in Case of Unban! shadowbox or display frame in my office.
Those bans made me unhappy and impacted my vision for some of my decks. I am strongly resisting the urge to just go into a full blown rant about just how deeply out of touch the rules committee was with the community they supposedly represented despite never being voted in or even interacting with said community. So you only get a semi-rant. LOL. Anyways, I plan on taking my Slivers to my next FNM this upcoming Friday. I'll do my best to try and get Thrumming Hivepool into play as often as I can and i'll let you know my thoughts.
Also free Paradox Engine! Just kidding I know that card is degeneracy of the highest order - but I still love it. It's my favorite card after Sliver Queen. What's yours?

I'm actually not a fan of EI in pure control lists. As the person above me said Consult the Star Charts is probably one of the best CA spells right now for control decks after the Ring ban. its better than deluge and brainsurge, its instant speed unlike stock up.
In this meta running Force of Negation is probably necessary. People also are maindecking 1-2 Cling to Dust because its good against phlage goryos and combo reanimator. I also suggest running at least 3 Consign to Memory in the sideboard along with a little more grave hate, maybe Nihil Spellbomb. Fire Magic and Hidetsugu Consumes All Flip are additional sweeper options.
Also I really want to suggest my pet card Nicol Bolas Dragon God but its probably unplayable in modern nowadays

Its nice to see old cards being played but sadly there is a lot of outdated tech here.
Consider is better than Opt with snaps
Not running at least 3 CS is probably trolling
Tamiyo, Inquisitive Student Flip is an option, although it definitely slower than delver. So is murktide.
For a tempo deck, you want cheap and efficient interaction, which 3 cryptic notably is not. Probably need 1 mana counters like Spell Snare Spell Pierce Stern Scolding in some split between main and side. Scolding in particular is usually sideboard material however since monoblue has garbage removal its probably good to mainboard 1-2 copies.
Fading Hope is probably? better than snag although I have a soft spot for snag.
I recommend some Subtlety and more FoNs over shoal. And probably extra fons in the side too.
The only advantage of monoblue over izzet or dimir is that Harbinger of the Seas becomes better so I'd put at least 2 in the side. And running fetches for deck thinning is not worth the 1 life.
Probably want more utility lands like Sink into Stupor Flip, Otawara, Soaring City, Castle Vantress. The mdfc lands also pitch to your pitch spells.
What exactly are you siding in Commandeer against? Same with redirect, clique and shackles. And you have zero grave hate in the sideboard. In monoblue you don't have many options, so something like Soul-Guide Lantern, Surgical Extraction, Grafdigger's Cage. the first two are probably better. Hurkyl's Recall is ok vs affinity. Dress Down is good against several decks right now. I have no idea what monoblue should run vs energy and similar decks, there may not be anything better than Engineered Explosives or Ratchet Bomb. Maybe titi is good enough if you can turbo flip it.
Overall a lot of suggestions but I think in general I'd go something like this for the maindeck:
-4 opt -3 cryptic -1 redirect -4 vapor snag -1 disrupting shoal -1 snapcaster mage
+4 consider +2 counterspell +2 fading hope +1 spell snare +2 stern scolding +1 spell pierce +1 force of negation +1 subtlety

This look like a very interesting budget version of Kotis. I've been playing him for some time and I think I'd add the following to your list (I've tried to keep the maximum price at around 5 dollars per card):
- Aqueous Form: a very simple enchantment that simply makes Kotis unblockable.
- Arcane Flight: very cheap to cast and an excellent addition to making Kotis harder to block.
- Combat Research: draw cards upon damage and grants Kotis some boost and protection.
- Curiosity: why not draw some cards upon damaging opponents?
- Elusive Otter: its sorcery-adventure side (Grove's Bounty) is a great way to make Kotis a little stronger, and you can still summon a prowess-Otter afterwards.
- Eternal Thirst: creatures tend to die a lot in a game of commander, so banking on that with this enchantment for Kotis seems to make sense. The lifegain is fun too.
- Felix Five-Boots: what's better than stealing stuff once per attack? Stealing stuff twice per attack of course!
- Gonti, Night Minister: this card is ideal in a four-player (or more) pod. Gonti diverts attention away from you because he makes it much more lucrative for all your opponents to attack anyone but you. The fact that for every spell that you don't own but cast, you also receive a treasure token just synergizes extremely well with Kotis.
- Hydra's Growth: doubling Kotis' power/toughness every once in a while seems very beneficial.
- Strong Back: insanely powerful in that it acts as an Ancestral Mask that also cheapens all further aura casting and equipping.
- Tarrian's Soulcleaver: something dies, Kotis gets stronger. Vigilance is also very strong on a being like Kotis.
- The Thirteenth Doctor
: so for every spell that you cast from opponents' libraries, Kotis can gain more power/toughness. To top it off, the doctor allows you to untap Kotis after an attack; double trouble for your opponents!
- Villainous Wealth: basically Kotis in sorcery form.
- Well Rested: one of the most ridiculously strong auras I've ever seen, especially considering its cost to cast. For just two mana, every time Kotis untaps you gain life, draw a card and you make Kotis stronger!
- Wrecking Ball arm: instead of bae power/toughness 2/1, why not make it 7/7? Also makes him a bit less blockable.

As long as we're doing characters who never saw the light of day, I had an idea for a dragonborn bard whose creative artistic medium was painting. The story I had for this guy was that he practiced "witch painting", which was the magic of painting something and making it real. Invented by gnomes, it was originally a carefully protected secret, and even now non-gnome practitioners are unusual. My character's style attracted the attention of a (full) dragon patron, who decided to basically kidnap and enslave him as a resident artist. So he's on the run, using his paintings to get by and make some money while trying not to attract too much notice and tip off the dragon patron where he is.

Reminds me of a character I never ended up playing that I was gonna use in a campaign that I was gonna co-dm with another guy that we would take turns playing. The gimmick is that it's actually two characters, one whos a raving madman (wild magic sorceror) and one whos a archfae trapped in a mortal body for their crimes (warlock). The idea is that noone (not even us) knew whether there genuinly was some sort of deity trapped in him or if he was just crazy and the archfae was just a split personality.

I thought of a hilarious idea for a Tiefling Sorcerer / Warlock multiclass. The concept was that many generations ago his mother agreed to give her bloodline to a demon in exchange for power.
Centuries later, that demon calls in the pact and my character is born a Tiefling. But the demon, having never actually collected the soul of a child before, actually liked the idea of it quite a bit. It grew attached to the child and the child looked toward the demon as his real father.
As he grew up, he developed a serious spoiled brat complex where he's constantly referring to "daddy", like "my daddy could eternally damn your daddy"
He's also absurdly flamboyant, just so I can say shit like "Daddy, could I please have advantage on this next roll?"
My DM loved the idea and really wanted me to make it work. Unfortunately, that group never even met.
Three months of waiting and games being cancelled, I finally told him I'm tired of waiting and blocked the group. We never even made it to session zero. So here's for you, unnamed one.

How does the deck win apart from Revel in Riches and Mirkwood Bats? I'd expect something like allot of flickering with terror of the peaks and Warstorm Surge, or playing spells like Hunted Bonebrute in combination with Elesh Norn, Grand Cenobite type of effects.

Alright initial build. Basically ripping it straight off of the net. Seems a solid piece for "a step below the List" but needs some tuning. Initial cards to take a look at for replacement:
Talion, the Kindly Lord - seems too restrictive. Table isn't CEDH so the specific mana restriction might not be able to generate as much value.
Tergrid, God of Fright - while powerful, it doesn't seem as though my opponent's will be sacrificing a lot of things, nor discarding. Slot might be better spent elsewhere.
Cabal Coffers - possible that it's too much.
Kormus Bell - This plus Urborg is a lock. The group has forbidden land destruction, so it gotta come out. Possible it's okay since it's a lock, but need to double check
Mana Vault - again, table isn't CEDH so it's possible that the value this creates isn't worth the life loss.
Cyclonic Rift - Powerful card, but this deck isn't a combo deck nor is it a CEDH. Trade slot for a board wipe like Damnation?
Dark Ritual - Don't need SUPER fast acceleration. Better slot fillers

russianbeast93, In higher powered tables Mystic Remora can function as a Ancestral Recall as few players are unable or unwilling to pay the tax on their (non-creature) spells. I've encountered the phrase "Feed the Fish?" As the tax effect triggers and the opponent is prompted. This is similar to the "Do you pay the ?" In reference to Rhystic Study.
It is important to note however that this spell falls flat on its face at lower powered tables, as players tend to lean on creature heavy strategies with less interaction. In other words the lower the power of the pod, the less effective Mystic Remora becomes.
