When Elder Cathar dies, put a +1/+1 counter on target creature you control. If that creature is a Human, put two +1/+1 counter on it instead.

On Thin Ice doesn't work for this deck, as it requires a snow-land to enchant, and your deck doesn't run any (and they will increase the cost quite a bit). If you don't have a Coat of Arms already, I would drop it for other things. It's a nice card, but will benefit other tribal strategies and is pretty expensive overall - Door of Destinies might be a better option. Sigarda, Heron's Grace is not actually in your list, so you'll need to drop a card and put her in. Make sure to type * CMDR * (no spaces) after the card name to show her as the commander. I would look for some ways to push damage through, like adding some equipment that gives trample Ring of Kalonia or Loxodon Warhammer come to mind. Skyblinder Staff makes any of your flying creatures blockable only by creatures with Reach, which is a pretty powerful effect, with a flying commander. Champion of Lambholt can quickly give you an army of unblockable creatures. Dictate of Heliod is another option for an anthem. I think Elder Cathar may be an underperformer here and better replaced with another creature. Maybe Juniper Order Ranger, Abzan Falconer, Aegis of the Gods, Baird, Steward of Argive, Goldnight Commander, Karametra's Acolyte, Krosan Restorer, Tuskguard Captain, Wild Beastmaster or Yisan, the Wanderer Bard. I agree with the earlier comments; so rather than be redundant, here are the cards I think you should cut first when making upgrades (in no particular order)

Dearly Departed (You have no reliable way to get it into the graveyard), Fiend Binder, Elder Cathar, Midnight Guard, Cathars' Crusade (a bomb in EDH, not Modern)..

And finally, Loxodon Warhammer is strictly better than Butcher's Cleaver.. Basilisk Collar & Brave the Sands might be worth considering too..

You can eliminate a couple of cards, maximize a few others, and make this deck work a lot better. I would remove Diabolic Tutor, Elder Cathar, Skirsdag Flayer, and Skirsdag High Priest. That gives you 6 spots for maxing other cards. I would add 1 Champion of the Parish, 3 Ravenous Demon  Flip, and 2 Grand Abolisher. I like your deck and have a similar one. With your limited card pool, I would suggest sticking to mono white weenies. This means cutting your big creatures (I would say anything over 4 cmc), and just sticking with the small creatures that are low to the ground. This strategy utilizes a "go wide" approach where you simply spit out too many creatures for your opponent to block. Things with flying are also very good with this strategy as once your opponent has creatures, they still might have difficulty blocking the ones with flying. The artifacts can also go. Artifacts generally cost a lot of tempo to both play and then equip. It is usually better to just play another creature. I would also consider adding the following cards from your collection: Bygone Bishop, Fiend Hunter, Bonds of Faith (acts as a pump if you need it, or pseudo-removal if you need it), Doomed Traveler, Steadfast Guard, Inspiring Captain, Steadfast Cathar, Kor Scythemaster, Kor Castigator, Mardu Hordechief, Fiend Binder, Elder Cathar, Dauntless Cathar, Cliffside Lookout, Nearheath Chaplain, Courageous Outrider, Sanctifier of Souls, Retreat to Emeria, Chapel Geist, Kor Bladewhirl. Serra Angel can be a good top end finisher. Most things with flying, produce tokens, and/or pump all creatures are good additions to a weenie deck.

I would up your lands count to 22, and I would try to have about seven 1-drops, about fifteen 2-drops, about twelve 3 drops, about five 4/5-drops. 22 lands will mean that you will hit your third land drop on turn 3 90% of the time when you are on the draw, and 85% of the time on the play. I would aim to have about 28-30 creatures creatures, and about 8-10 instants/sorceries/enchantments. This gets you to exactly 60 cards -- which is important. I could get into a lengthy mathematical explanation into why 60 cards is always the best -- but it essentially boils down to increasing the chances of drawing your best cards when you need them. It increases the consistency of the deck.

Sideboard Bubbling Cauldron. Cut Undying Evil. Lingering Souls, while good, is out of focus with the rest of your deck. Immortal Servitude and Elder Cathar are, in my opinion, a little too slow for Modern. Reduce to two Mentor of the Meek. You don't run enough tokens to warrant a playset of Intangible Virtue--only play two of them and you have an even 60! I also recommend putting some kind of land in there: shock, temple, tango. The land you use depends on how budget you want this. You probably don't need 24 lands; I think 22 would suffice for this deck. Maybe use those two slots for sport removal? Fatal Push, Doom Blade, Path to Exile, and Victim of Night are all good options. Anguished Unmaking and Murderous Cut aren't bad, either.

Since you're mono-white, I think there are enough slots to run a set of Thalia's Lieutenant in addition to the set of Champion of the Parish. Thraben Doomsayer is a repeatable way to trigger their abilities and others. To improve consistency, I'd cut weak links in favor of those "must-have" cards. Mentor of the Meek is likely to do much more work than Elder Cathar, just as an example.

I have a playset of Unruly Mob, actually I have about 10. Lol

Awesome suggestions as per your style! I'm gonna see what I come up with tomorrow and go from there. I don't wanna have to buy many cards for it. I do want Elder Cathar and Elite Inquisitor so I may order them!
