This is a fun little deck I've made with mostly cards from my collection. I don't think it's that powerful but it's functional and quite fun!

The premise is to get Sai, Master Thopterist out as soon as possible and bounce some cheap artifacts back to your hand to pump out thopters. Win with Darksteel Juggernaut / Broodstar / Karn, Scion of Urza / Master of Etherium and Akroma's Memorial .

Your best bounce card will be Blood Clock , Umbilicus , Esperzoa , and Master Transmuter . Blood Clock and Umbilicus have the added bonus that they affect your opponents and will chip at health or mess up their game.

There's plenty of cheap artifacts that can be bounced and offer good utility. Dark Sphere , Delif's Cone and Everflowing Chalice are 0 drops with good utility. Sol Ring is a 1 drop with phenomenal utility. Thassa's Oracle is not artifact but it's a 2 drop for a scry to your devotion to blue. It's also a wincon with Thought Lash . When you have mana to spare or Master Transmuter out, these cards offer great utility when bounced: Arcanist's Owl , Meteor Golem , Spine of Ish Sah .

Wincons: Darksteel Juggernaut , Broodstar , Karn, Scion of Urza , or Master of Etherium will grow to monstrous sizes, then drop Akroma's Memorial . Tezzeret's Gatebreaker and Vedalken Humiliator can secure the win, and Bident of Thassa can leave an opponent open. I've added the cheesy Thought Lash and Thassa's Oracle since I have the cards, but they don't really fit the strat.

Some fun little combos outside of the above:

• Sai, Master Thopterist and Helm of the Host : you can dup Sai, meaning you'll get more thopters out per artifact. If you've got your bounce engine going, you'll be drowning in them in no time.
• Shimmer Dragon and Reliquary Tower : with the amount of artifacts you can tap, you'll be able to practically draw half your deck.
• Meteor Golem / Spine of Ish Sah with Master Transmuter : 1 blue to remove one permanent a turn.
• Academy Ruins with Nevinyrral's Disk : infinite boardwipes. Use your bounces to protect some of your cards.

Be on the lookout for those. Between your card draw and your Tutors, you should be able to get some out fairly quickly.
